Comparative Renewable Energy Policy

Boasson will present preliminary conclusions from an ongoing book project on renewable energy support mixes. Systematic comparison of development of renewable support over more than four decades yields a range of general insights into the drivers of climate- and energy policy development. First, Boasson will compare four countries with ‘technology-specific’ support - France, Germany, Poland and the UK. Second, Norway and Sweden are ‘technology-neutral’ countries, with policy mixes that provide similar support levels to most technologies. In these countries, market forces have a profound effect on renewables investments. Careful comparison of the six countries reveal systematic differences in how national developments have been interrelated with EU level developments, the conditions under which national politicians influence policy developments the most and when national public organizations are more likely to operate in tandem with dominant corporate interests.

Elin Lerum Boasson is Associate Professor at the Department for Political Science, University of Oslo. She also holds a position at Cicero – Center for Interantional Climate Research, Oslo. For the Academic year 2018 – 2019 she is a visiting scholar at SCANCOR/Weatherhead, Harvard University. She has published extensively on climate and energy policies; exploring the role of policy entrepreneurship, business influence and political steering. She draws on sociological neo-institutional theories as well as historical institutionalism and public policy theories. Boasson is a Lead Author in the Sixth Assessment report cycle of the Intergovernmental Panel on Climate Change (IPCC), WG III Mitigation, chapter 13 National and sub-national policies and institutions.
