Tri-County Members Honored at NAR’s RPAC Hall of Fame Ceremony in D.C.
Two Tri-County Suburban Realtor® members were honored at the National Association of Realtors®’ RPAC Hall of Fame ceremony earlier this week in Washington D.C.
Anne Rubin was inducted in the Hall of Fame this year, while Kenneth Enochs Jr. had previously been inducted in the Hall of Fame and moved to the $50,000 level.
“As an active and engaged Realtor®, I invest in RPAC because I feel it is our obligation to support and protect our profession, as well as property rights while promoting homeownership for all,” said Enochs. “RPAC has been fundamental to my personal and professional growth. We need to continue to make certain that all Realtors® understand why RPAC is vital to the sustainability of our industry.”
Rubin echoed Enoch’s sentiments. “When I first started getting involved with the local and state Associations, a more senior man told me that if real estate was my career, then politics was my business,” she said. “I took it to heart and started paying attention to politics in relation to my business. RPAC does the job so well that I recognized I could work smarter by investing in dollars in RPAC and trust that they were making the best decisions to protect my business and the consumers I work with.”
RPAC represents your interests and works to advocate for legislation that helps your business and stops laws that could have an adverse impact on the real estate industry and your clients.

Pa. House Passes Bill Adding LGBTQ Protections to State Nondiscrimination Law.
On Tuesday, May 2nd the PA House passed a House Bill 300 that would add sexuality and gender identity as protected classes under the Pennsylvania Human Relations Act. The bill now goes to the Senate. It is anticipated that the Governor will sign the bill when/if it reaches his desk.
While this legislation would officially amend the PA Human Relations Act, these protections already exist due to “an exercise of authority” granted to the PA Human Relations Commission in December 2022. The “ PENNSYLVANIA HUMAN RELATIONS COMMISSION GUIDANCE ON DISCRIMINATION ON THE BASIS OF SEX UNDER THE PENNSYLVANIA HUMAN RELATIONS ACT” expands the definition of sex under the PA Human Relations Act to include sex assigned at birth; sexual orientation; gender identity; gender expression; gender transition and transgender.

Phoenixville Area SD Looks to Increase EIT, Eliminate Occupation Tax
Phoenixville Area School District is taking steps to increase its earned income tax (EIT) rate, with the added revenue going to eliminate the occupation tax. The district will hold a public hearing on Monday, May 8, at 6:45 p.m. with the intention to adopt a resolution to authorize a referendum question for the general election, seeking public approval to increase the EIT rate. If voters choose “yes,” the board will adopt a resolution increasing the rate from 0.5% to 0.6% effective Jan. 1, 2025. The municipalities within the district impose an EIT with rates ranging from 0.5% to 0.75%. The board estimates that increasing the EIT rate will yield approximately $1.7 million in additional revenue, which will be used to offset the elimination of the occupation tax effective July 1, 2024. The millage rate of the occupation tax is currently 370.65 mills on the assessed value of all occupations of people residing in the district. Read the public notice here and view the school board meeting schedule here.
