For more than 15 years, a Lab-designed capability for tracking multiple moving targets has been powering critical sea, land, and air defense systems. Known as Precision Engagement of Moving Targets, or PEMT, the system uses an ingenious blend of innovations in data fusion; computational resource management; and intelligence, surveillance, reconnaissance, and targeting and continues to meet evolving mission needs.

The U.S. electric power grid, built for peacetime reliability, faces a potentially catastrophic vulnerability in wartime. Its three major interconnections—Eastern, Western, and Texas—have tightly integrated electric systems that can move power around to respond to disruptions caused by severe weather or other hazards. But that connectivity also creates opportunities for adversary exploitation. This study proposes how grid operators and their government partners can create preplanned, multistate “strategic power islands” that separate from the interconnections when cascading failures are imminent or underway.
