Tri-County Suburban REALTORS® Commercial Chapter is excited to welcome Dr. Kevin C. Gillen, Ph.D. on February 6, 2025 for this special event to be held in the Association’s classroom in Malvern, PA - Market Forecast and Economic Insights.
In 2025, the commercial real estate sector faces unprecedented challenges and opportunities shaped by economic shifts, technological advancements, and changing consumer and business needs. Dr. Gillen will provide insight for CRE Professionals looking to understand and thrive in a rapidly shifting market. With a background in urban economics, real estate finance and public policy, Dr. Gillen’s research and consulting practice is concentrated in applied work in the analysis of real estate developments and operation of real estate markets, including their fiscal, economic and financial implications. This work is deployed in advising both public and private sector entities on the costs/benefits of public policy options, as well as the design and implementation of local and regional economic development strategies. His research on urban economic issues appears in numerous publications and is cited in various policy applications.
Dr. Gillen’s research has been cited by the Financial Times, the Wall St. Journal, New York Times, Bloomberg News, The Bond Buyer, the Philadelphia Inquirer, the Philadelphia Daily News, The Philadelphia Citizen, Philadelphia Magazine and NBC. He has testified multiple times on matters of real estate trends and related public policy issues to Philadelphia City Council, the Pennsylvania State Legislature and the U.S. Congress.
The event will open with registration, lunch and networking from 11:15am – 12:00pm. Dr. Gillen's presentation will begin promptly at 12:00pm. This event is open to everyone, is free for Tri-County Commercial Chapter Members, $25 for Tri-County Members, and $40 for Non-Members.

PAR: Priority Bill to Take Effect |
PAR’s successful 2023-2024 legislative session was capped by the passage of its priority bill, Senate Bill 1173 (Stefano, R-Fayette), which addressed residential wholesaling.
REALTOR® members from across the commonwealth had urged PAR to act on the practice by making calls to the PAR Legal Hotline, reaching out to members of the Legislative Committee and speaking at the PAR Legislative Feedback Panel. PAR’s Legislative Committee responded by creating a task force to draft recommendations to address the topic and ultimately directed staff to draft legislation and work with the legislature to enact law.
Under the leadership of PAR Legislative Committee Chair and District Vice President Glenn Yoder, the committee elevated the task to priority status, which signaled the association’s urgency to address the issue.
PAR’s advocacy department worked to identify a legislator to serve as its prime sponsor. This legislator needed to be a REALTOR® champion and have the passion, clout and team to statutorily define and address wholesaling, which did not have a formal definition prior to 2024. Chairman Pat Stefano (R-Fayette) of the Pennsylvania Senate’s Professional Licensure Committee heeded the call. His legislation, amplified by hundreds of REALTORS® who participated in PAR’s 2024 REALTOR® Day on the Hill, helped SB 1173 break through the first divided government in 14 years. It went through the entire legislative process and was sent to Gov. Josh Shapiro in a total of 28 session days, receiving the positive vote of every legislator except for one.

SRA: County Tax Roundup for 2025
|

County property taxes in Chester, Delaware and Montgomery counties will increase in 2025. Property tax rates are measured in millage, with one mill being worth $1 for every $1,000 of assessed property value.
Chester County commissioners approved a $730 million budget for 2025 with a property tax rate of 5.164 mills — a 13.4% increase over 2024.
Delaware County Council approved a $396.5 million operating budget with a 23% tax increase, raising the tax rate to 3.873 mills.
Montgomery County commissioners approved a $610.9 million 2025 budget with a property tax rate of 5.642 mills — a 9% increase over 2024 — including 5.252 mills for the general fund and 0.39 mills for Montgomery County Community College.
