| Cooler temps don't slow us down |
This week, Council approved a project to build an Underpass in Uptown Normal.
This project has been a strategic priority since 2015 and checks many boxes in the Town's strategic and comprehensive plans. Most importantly, this transformational project increases safety and enhances accessibility for pedestrians, bicyclists and riders. It will also promote economic development for Uptown South. Read on to learn more.

With Halloween behind us and the holidays ahead, check out the calendar for upcoming events! November is Member Appreciation Month at the Children's Discovery Museum, and per usual, they are rolling out the red carpet for the Museum family. Finally, a reminder the Town of Normal offices will be closed Tuesday, Nov. 11 in observance of Veterans Day. On behalf of Town staff, I honor the courage and service of all who have worn our nation’s uniform in defense of freedom. We thank you.

Council approves underpass project |

At the Nov. 3 meeting, Council took several actions to make way for an underpass in Uptown Normal, connecting Uptown North to Uptown South.
This effort will create a more accessible community, improve rider experience for those using Uptown Station and enhance economic development opportunities for Uptown South.

|
This transformational project will provide: |
-
a pedestrian, bicycle and passenger access beneath the Union Pacific Railroad, connecting the north and south passenger platforms for Amtrak passengers and providing a safe and accessible passage for Constitution Trail users.
- a safe, convenient and accessible passage for bikes and pedestrians between Uptown North and Uptown South, eliminating the barrier of the tracks and promoting economic development on both sides.

Nov. 3 Council actions included: |
-
increasing the Town’s Food and Beverage Tax from 2% to 2.25% and the Hotel Motel Tax from 6% to 8%, allowing the Town to service the debt financing required to complete the project
- approving a modified grant agreement with the United States Department of Transportation updating the BUILD Grant with new completion timelines and budgets
-
authorizing contracts for Millstone Weber, Clark Dietz and WSP USA for construction and engineering services

Short-Term Economic Impact: |
- 190 construction jobs
- $19.4 million to local economy
|
Long-Term Economic Impact |
For Uptown South, the Underpass will provide access to new space which will allow for new residential, retail and commercial leasing opportunities, ultimately leading to additional sales tax and property tax generated for the Town.

Additional Council Actions |
On Nov. 3, the Normal Town Council also took the following actions:

- Accepted a quote for the purchase of a Trimble Controller and GPS Unit that will help staff more effectively plan, design and inspect construction projects.
-
Approved a contract for dispatching and fire station alerting that standardizes equipment, provides a more reliable digital dispatching system and enhances the department’s emergency response notifications for more effective and timely service.
- Authorized a contract for the Ironwood Pump Station Rehabilitation to ensure critical components of the sanitary sewer system are in good condition to continue promoting public health and safety.

Granted a contract for a Pavement Condition Rating, Assessment so the Town can continue prioritizing roadway investments that extend pavement life, reduce long-term maintenance costs and maintain a high-quality transportation network for residents and the traveling public.

Approved an ordinance allowing for General Obligation Refunding Bonds with the same final maturity dates. If market conditions continue to support a refunding, staff anticipate a projected savings of nearly $1.2 million in interest costs over the life of the bonds.
