Crystal River Restoration Project Update |

Planned restoration and vegetation clearing in the areas of the river access ramp, outdoor classroom space, and trail/boardwalk will be conducted after July 30 to limit impacts to nesting migratory birds. In line with the schedule adjustment, the project team and Redoubt Restoration are conducting an onsite meeting with representatives of the Roaring Fork Audubon Chapter prior to the upland work commencing to discuss methods to minimize disturbances to migratory bird habitat during construction. | As in years past, we will soon say goodbye to many of our summer staff as they return to school in the upcoming weeks. A big thank you for all of their efforts, they did a great job this summer!
Beginning the week of August 14, the pool and snack bar will be staffed on weekends only through the Labor Day holiday. Members may still enjoy the pool during the week. However, the slide will not be operable and there will be no lifeguards on duty during that time.

Did You Know | Community Governance
|
RVR is a special place and there are various details about the community that many may not be aware of, including how community governance works. Did you know that RVRMA is governed by a set of legal documents that regulate how the association operates? As an example, according to Colorado law (CCIOA), 67% of RVR’s 554 property owners would have to vote to change uses to which any lot or unit is restricted. The bar is set intentionally high, to make sure any changes adopted are ones the community really wants. Other voting thresholds are also outlined within RVRMA’s own governing documents.
You can learn more about the various governing documents and how we make use of them below. There is a legal hierarchy associated with these documents, as an example, CCIOA is set by the state of Colorado. If there is a contradiction between an HOA’s CC&R’s and CCIOA, then CCIOA always supersedes.

CCIOA The Colorado Common Interest Ownership Act (CCIOA) is a set of laws that govern the formation, management, powers, and operation of common interest communities (HOAs) in Colorado.

Articles of Incorporation The Articles of Incorporation outline broadly the Association’s purpose, its authority/powers (including structure of the Executive Board, voting rights and amendment provisions).

The Amended and Restated Master Declaration of Protective Covenants The ‘CC&Rs’ or ‘Declaration’, as it is commonly called, elaborates on the HOA powers and administrative authority granted in the Articles of Incorporation.

RVRMA By-Laws These will address rules and processes like how many people are on the board, what constitutes a quorum, how often various board and community meetings occur, how elections are conducted, notices to homeowners, and assessments.

Recreational Vehicle Storage |
|
|
Many of our community members own all sorts of recreation vehicles and other outdoor toys. We are noticing more of these types of vehicles parked in RVR in recent weeks.
As a kind reminder, Second Amendment to the RVR Master Declaration, Section 3.16, Vehicle Parking, Storage, Operation, and Repair states: “No boats, trailers, buses, motor homes, campers (on or off supporting vehicles), motorcycles, snowmobiles, recreational vehicles, golf carts, trucks, industrial or commercial vehicles (both cabs or trailers), abandoned or inoperable vehicles, or any other similar vehicles shall be parked or stored in or upon the Master Common Areas or upon a Lot or Unit except for temporary loading and unloading during daylight hours…”
We ask that you please make arrangements to store your RV, boat, trailer or similar recreation vehicles in another location if they are currently parked in your driveway.

Long Range Planning Community Feedback Sessions |
Administered by the McMahon Group (an outside consulting firm), along with representatives from the Board/LRP Committee, these sessions are an opportunity to see proposed plans and funding proposals, ask questions and present feedback.
For planning purposes we ask that you please register for the session that you plan to attend. Sessions will be in the Great Room of the Ranch House at 10 a.m. and 5:30 p.m. each day.

Heading out to a lake or river for some cool summer fun? Don't forget the sunscreen. Look for a sunscreen that is labeled broad-spectrum, which protects against both UVB and UVA rays, and has at least an SPF of 30. You might choose a chemical or physical based sunscreen. But if you are using a chemical sunscreen, there is an ingredient that you don't want if you are going in the water: octinoxate. According to studies published by the National Institute of Health, this ingredient is dangerous to aquatic life. Sunscreens containing this component have been banned in Hawaii and Key West due to the damage it causes to coral reefs. But it can also be harmful to other freshwater aquatic life in rivers and lakes. So check your sunscreen ingredient label before you dive in.
