| We have a lot happening across Normal ... from planning for a safer, more connected community to investing in the places and spaces that make Normal a great place to live.
Find an update on the Pedestrian & Roadway Campus Safety Initiative, a collaborative effort with Illinois State University that produced a plan for improving pedestrian and roadway safety throughout campus and the Uptown Normal area.

You’ll also see progress taking shape in our parks and public spaces, including a new fitness court at Rosa Parks Commons and plans to replace a playground. These projects reflect our ongoing commitment to providing safe, accessible and engaging spaces for residents of all ages.
And while we’re always looking ahead, this newsletter also gives us a chance to celebrate the 2026 Citizen of the Year. Congratulations to Terri Ryburn whose service and commitment exemplify the spirit of community that makes Normal special.
Also see an update on an improvement to a parking garage and a reminder about Constitution Trail etiquette ... because creating a great community is about more than building and improving infrastructure. It’s also about how we share those spaces with one another. Finally, don't miss the many celebrations happening in Normal this month!

Safety plan presented to Council |

Ryburn named 2026 Citizen of the Year |
|
|
|
"People come from all over the world to see Sprague’s Super Service on Route 66. Thanks to Terri, they leave with smiles on their faces and more knowledge about the historic Mother Road. I can’t think of any other resident who has welcomed more people to Normal. She raises the profile of our community.”

On Oct. 5, the Normal Town Council took the following actions:
|
- Authorized the purchase of
- A 2027 Ford F-250 Truck for use by the Facilities Department
- Refuse containers to provide citizens the convenience of curbside pick-up and to promote a clean and healthy environment
- Accepted bids for water treatment plant chemicals

Calling: Haunted Trail Volunteers! |

A variety of costumed (provided) and non-costumed positions are available including: portraying characters along the trail, passing out candy and hot chocolate, assisting with face painting, and guest services.

The Parks & Recreation team launched a Constitution Trail Etiquette video series on social media this summer. Watch, share and do your part to help keep the Constitution Trail a great place for all users!
