The Senate continues to move forward with legislation that is common to the governor’s list of emergency items and the lieutenant governor’s legislative priority list. The Senate unanimously passed SB 4 last week which will increase the residential homestead exemption to $140,000 ($150,000 for seniors). Voter approval of SB 4 will be required as part of the November 2025 Constitutional Amendment Election. Lieutenant Governor Dan Patrick issued a statement praising senators for their bipartisan support of SB 4. The Senate is expected to turn their attention to SB 9, bail reform, on the Senate Floor this week. Senators have so far filed eight of the lieutenant governor’s twenty-five legislative priorities.
House Speaker Dustin Burrows released committee assignments last Thursday morning. The appointments reflect the new rule approved by the House last month which requires committee chair positions to be held by the majority party and vice-chair positions to be held by the minority party. The twelve permanent subcommittee chair positions were evenly split between Republicans and Democrats. All committees are comprised of a Republican majority. Members of the North Texas delegation who were appointed to chair committees include Giovanni Capriglione, Delivery of Government Efficiency; Matt Shaheen, Elections; Keith Bell, General Investigating; Charlie Geren, House Administration; Jeff Leach, Judiciary & Civil Jurisprudence; Jared Patterson, Local & Consent Calendars; Cody Harris, Natural Resources; Angie Chen Button, Trade, Workforce & Economic Development; and Morgan Meyer, Ways & Means. Former House Speakers Tom Craddick and Dade Phelan were named as chair of the Transportation and Licensing & Administrative Procedures committees, respectively.

House Appropriations Chairman Greg Bonnen has scheduled two hearings this week. The committee will receive invited testimony related to several large programs before they begin agency reviews. Senator Charles Schwertner has scheduled a meeting of the Business & Commerce Committee Tuesday. The agenda includes SB 21 the Texas Strategic Bitcoin Reserve and Investment Act. The House and Senate both return to the Floor Tuesday.
