One of the conference's partners, Inside AI Policy, a news organization that provides exclusive news analysis on federal efforts to regulate the development and deployment of artificial intelligence is offering a 30 day trial.
The Hub will host its final Minderoo Webinar on December 14 at 11 am to discuss the Hub’s report with XRA which examined XR competitiveness in China, the EU, South Korea, the US and the UK. Miranda Lutz of XRA and Adam Zable of the Hub will speak, with commentary on the report from Patrick Grady.

The XR Association (XRA) published a white paper, co-authored by the XRA and the Hub. ‘Reality Check: Why the U.S. Government Should Nurture XR Development’ contrasts the efforts of China, South Korea, the European Union, the United Kingdom, and the United States in the development, deployment, and governance of immersive technology (XR). “The paper examines how these governments are creating the enabling environment necessary for XR to flourish by investing in research and innovation, establishing regulatory certainty, and building trust for data-driven technologies like XR.”
On November 29, Hub Director of Emerging Technology Adam Zable joined Connected by Data and the Open Government Partnership in a Connected Conversation. Adam shared evidence from the paper “Missing Persons: The Case of National AI Strategies” co-authored by Aaronson and Zable, and discussed the progress (or lack thereof) of national policy processes on AI that meaningfully involve the public.
On November 2, Susan Aaronson, Hub Director spoke at the University of Ottawa on Digital Trade and Generative AI and on November 3 on generative AI at the Canadian Association for Security and International Studies. On November 8, Aaronson spoke on XR Competitiveness for an XR Association event on the Hill. On November 28, Aaronson organized a panel for WTO staffers on digital trade. On November 29, Aaronson spoke at the Council on Foreign Relations on digital trade. On November 30, Aaronson moderated a panel on global AI governance at the Athens Roundtable in Washington DC.

The EU and Japan concluded a landmark deal on facilitating cross-border data flows, promoting digital trade, and removing data localization requirements.

The European Data Protection Board issued a binding decision banning Meta's behavioral advertising across the EU. In response, Meta introduced an ad-free subscription model for Facebook and Instagram.

The Chinese government inaugurated the National Data Administration under the National Development and Reform Commission. The NDA will be responsible for driving China's digital development, regulating its vast data pools, setting norms and standards for data governance, and coordinating efforts among government departments. The NDA will be particularly focused on outpacing Western counterparts within the context of the accelerated growth of artificial intelligence.
- The Council of the European Union approved the Data Act, requiring a two way street on data, facilitating reuse and data sharing.

Researchers at Duke University’s Sanford School of Public Policy uncovered alarming risks associated with data brokers selling sensitive information on U.S. military personnel. Their study emphasized the potential threats to privacy, safety, and national security resulting from the ease of obtaining such data, and they urged government intervention.

AI researchers at the Data Provenance Initiative identified ethical and legal risks associated with the use of popular data sets for training generative AI models. Their analysis revealed that approximately 70% of fine-tuning data sets lacked clear licensing information, posing challenges related to copyright, commercial use, and proper crediting of data set creators. The Data Provenance Initiative's interactive website allows anyone to explore the contents of the analyzed data sets.

Vectara, a startup founded by former Google employees, found that even in scenarios designed to prevent it, chatbots like OpenAI's ChatGPT can invent information at least 3% of the time, reaching as high as 27%. The research also reveals variations in hallucination rates among leading AI companies, with OpenAI having the lowest rate at around 3%, Meta’s systems at 5%, Anthropic’s Claude 2 at over 8%, and Google’s Palm chat having the highest rate at 27%.

The Office of Management and Budget is inviting public comment until December 5th, 2023, on the newly released draft policy titled ‘Advancing Governance, Innovation, and Risk Management for Agency Use of Artificial Intelligence.’ The proposed guidance aims to reinforce President Biden's Executive Order on AI by establishing AI governance structures, enhancing responsible AI innovation, increasing transparency, protecting federal workers, and managing risks from government AI use.
