Application Materials Released
Application materials for the 2016 Multifamily and Single Family RFPs and 2017 Housing Tax Credits were released on April 18. Check out the announcement and find links to the application materials and resources.

  • Thursday, June 2Intent to Apply due for all applications

Windowless Sleeping Room Exception Update
The following exception language was added to dwelling unit requirements (Chapter 2 of the 2016 Rental Housing Design/Construction Standards) in response to customer survey feedback: 
“If approved by Minnesota Housing, up to one bedroom within a dwelling unit may be windowless, provided the bedroom includes borrowed natural light and meets applicable building codes.” 
We recently learned that HUD may not be in agreement with approving windowless sleeping rooms in buildings receiving Low Income Housing Tax Credits (LIHTCs) and other federal assistance.
We are currently awaiting official clarification from HUD. Therefore, if you are planning to submit a funding request to Minnesota Housing involving new construction or adaptive re-use and the building design includes windowless sleeping rooms, please be aware this project may be ineligible to receive LIHTCs and other federal assistance. We will send clarification as soon as we receive word from HUD. 
ACCA Certified HVAC Contractors
New this year, ENERGY STAR Qualified Homes is requiring HVAC contractors to be certified by the Air Conditioner Contractors of America (ACCA) and Advanced Energy. Therefore, we removed the automatic waiver found in previous MN Overlays and this certification is now required for all applicable projects.
If you can demonstrate that there are not enough ACCA/Advanced Energy certified HVAC contractors in your project’s area when a project is in the process of ENERGY STAR Certification, you may submit a formal waiver to Minnesota Housing. If a waiver is granted, the project must still meet all other requirements under ENERGY STAR Qualified Homes, including the checklists.
