On March 9, crews will begin mobilizing and drilling foundation piers for the new drinking water facility.
Pier drilling involves using large equipment to create deep holes in the ground filled with concrete and rebar. These piers will support the building’s foundation. Neighbors can expect intermittent noise from drilling and machinery, as well as some vibration in the surrounding area. A crane up to 230 feet tall will be on site for the work.
Work will generally occur during standard daytime hours, and crews will take steps to minimize dust and disruption.

Concrete Work Begins Next Month |
|
|
Concurrent with pier drilling, concrete work is expected to begin in April. Over the coming months, you may notice concrete trucks coming on site to pour the foundations of the building. The trucks will be arriving from 104th Avenue and turning south on Westminster Boulevard, returning on the same route.

|
Crews will be installing lighting to increase site safety and security. Lighting should be down-facing to minimize impacts to neighbors. Please contact the project team if you have concerns or questions about lighting.

|
There will be intermittent trail closures in the area as crews install a temporary waterline for construction site use and fire safety.

About the Drinking Water Facility Project
The City of Westminster is committed to providing affordable, high-quality water services. Semper and Northwest water treatment facilities currently supply more than nine billion gallons of clean and safe drinking water annually through 500 miles of pipes to our residents and businesses.
Semper is nearing the end of its useful life, and the new drinking water facility will make Westminster’s drinking water supply more resilient to future challenges. Project components include building a new treatment facility to treat 14.7 million gallons per day (MGD), water supply line, finished water line, and supporting utilities needed to operate the facility.
About the Water Supply Line Project
A new waterline will transport water from Standley Lake to the new treatment facility. The new water supply line will connect to existing supply pipelines to transport water to the facility.
Construction on the water supply line is anticipated to begin in early 2026 and last up to 18 months. Please note that the timeline is subject to change.
