The Regional Arts & Culture Council (RACC), in partnership with Multnomah County, invites artists or artist teams to submit qualifications for two site-specific exterior murals at the future Sobering & Crisis Stabilization Center, located at 440 SE Stephens St, in Portland’s Central Eastside.
The deadline for submissions will be Wednesday, August 19, 11:59 PM.
The project includes a large-scale mural facing SE Grand Avenue and a second mural at the facility’s main entrance. This opportunity is part of Multnomah County’s Percent for Art Program and is approximately a total of $140,000 for both murals. Scheduled to open in 2027, the Sobering & Crisis Stabilization Center will provide critical services for community members experiencing behavioral health and substance-related crises. The exterior artwork will play an important role in shaping a sense of care, dignity, and public perception of the space.
SE Grand Exterior is a large-scale mural facing SE Grand Avenue, one of the site’s most prominent and high-traffic corridors.
NW Corner Entrance is a smaller mural located at the building’s northwest corner near an entrance point.
This opportunity is open to artists or artist teams with expertise creating murals on multi-floor elevations and challenging locations. Artists who have experiences with houselessness, substance and/or mental health challenges will be prioritized. Artists based in or connected to the Portland region and Multnomah County are strongly encouraged to apply.

Join Us in August for the Belmont Library Grand Opening! |

Thank you for joining us, along with Multnomah County Library, at the St. Johns Library opening last month! As part of the ribbon cutting festivities, RACC hosted two events with artists who created new work for the renovation and expansion. Local artist, author and illustrator, Carson Ellis, who designed the digital mural, An Ode to Forest Park, for the St. Johns children's area, hosted a book reading with young readers and families. An all-ages stamping workshop was led by sculptor and multi-media artist, Victor Trejo, who created the sculpture series, Fantastical Alebrijes, which now adorns the exterior of the building. Both events were very well attended by the community who were excited to be welcomed back to St. Johns Library!
Next month, join us again for the opening weekend of the newly renovated and expanded Belmont Library! Multnomah County Library will host two days of free, fun-filled community events to celebrate on August 15th and 16th, beginning with a ribbon cutting ceremony at 9:30am on Saturday, August 15th. In celebration of the new large-scale public artworks that have found their home at Belmont Library, RACC and artists Britt Howard and Emily Counts invite you to join them for a bricolage workshop. Meet the artists, Emily and Britt, and work alongside them to create a one of a kind mixed media garland, necklace, bag charm, keychain or decorative bauble keepsake to take home. This event is free and open to all.

- August 6th-8th, attend CAME BACK DIFFERENT / VOLVIÓ DIFERENTE, a dance performance by Claire Barrera, which uses theatrical, cinematic and choreographic techniques to pick at subjective understanding and the tools, intentional or environmental, that change our realities
