Donald Trump said on Wednesday that he is open to a path to citizenship for “Dreamers” just days after he rejected a bipartisan plan built around that idea. White House aides said the president would release a complete immigration "framework" on Monday. On the Hill, Senate Dems say they are willing to pursue a long-term budget deal without tying the legislation to a solution for “Dreamers.” But Dems in the lower chamber say not so fast. As a reminder, the stopgap funding runs out February 8th. Alex Azar, the former President of the U.S. arm of Eli Lilly & Co, was confirmed by the Senate on Wednesday as the new Health and Human Services Secretary in a 55-43 vote. He takes over the agency at a time when rising drug prices are a huge political issue. Meanwhile, some GOP lawmakers are suggesting that a months-old text message between two FBI officials, that appears to have been in jest, reveals a "secret society" of federal law enforcement officials plotting against Donald Trump. Guys, the first rule of secret societies is not to talk about secret societies. Just ask all the rappers who belong to the Illuminati. Moving on, 45 has landed in Davos where a number of attendees are planning to walk out of his speech tomorrow to protest his remarks about African countries. Transportation Secretary Elaine Chao’s response to the protests? Deuces! More on that below. Judge Acquits Menéndez on Four Counts
On Monday, we told you that the Justice Department had announced it would retry Senator Bob Menéndez (D-NJ), despite a jury failing to reach a verdict in the federal corruption case. Yesterday, Judge William Walls dismissed seven charges -- four counts against Menéndez and three counts against the Senator’s co-defendant, Dr. Salomón Melgen -- in the case against the two men. Walls struck down charges dealing with alleged bribery involving political donations Melgen made to Menéndez, but the Senator still faces nine counts, including charges of bribery, fraud, and lying on Senate disclosure forms. “A rational juror could not find that Menendez and Melgen were aware of the terms of the alleged quid quo,” Walls wrote. Kamala Harris Questions Use of Private Sector Collection Agencies for Student Loans

yesterday led a group of Democratic Senators in a letter to Education Secretary Betsy DeVos and Federal Student Aid COO Dr. A. Wayne Johnson over the use of private sector collection agencies that are contracted to pursue defaulted student loan borrowers. The Education Department recently renewed contracts with private debt collectors -- including one with previous ties to DeVos -- worth potentially millions of dollars. The letter expresses concerns about the continued use of private sector collection agencies to pursue student loan borrowers who have fallen behind on their payments, and the Senators also requested more information regarding the purpose of continuing to send taxpayer dollars to these debt collectors. “As you consider this massive investment affecting millions of student loan borrowers and their families, the Department should either justify continuing to send taxpayer dollars to these debt collectors or end the use of separately-contracted default servicing,” the Senators wrote. Rubio Continues to Push on Puerto Rico
As Puerto Rico continues to rebuild after Hurricane Maria, Senator Marco Rubio (R-FL) yesterday urged Acting IRS Commissioner David Kautter to further extend an upcoming filing deadline to allow for residents and businesses in Puerto Rico to continue to recover. Shortly after the devastating storm, the IRS had granted extra time on some deadlines, including for estimated quarterly payments and payroll tax payments. “As you know, a tax deadline for many filers is Wednesday, January 31. However, with many residents of the island still without power and facing damaged or loss of sufficient documentation, some remain at risk for being unable to file on time or with complete information,” Rubio wrote. Nonetheless, on Tuesday Rubio requested that Puerto Rico Governor Ricardo Rosselló provide additional information regarding the island’s current cash balances. According to Rubio, “this critical information will aid [his] efforts already underway to secure additional relief for Puerto Rico in the upcoming disaster supplemental appropriations bill.” The request to Rosselló comes after FEMA and the Treasury Department sent Puerto Rico a letter stating that the federal government would not be disbursing any Community Disaster Loan Program funding because the agencies believe that Puerto Rico’s central cash balance is sufficient to sustain the Commonwealth’s operating expenses. Chao Delivers Message to Trump Critics in Davos
Transportation Secretary Elaine Chao
showed up at the World Economic Forum in Davos, Switzerland with a clear message for critics of Donald Trump. Speaking at a session with other U.S. government officials that was moderated by the WSJ, Chao said, “Davos should feel very flattered that he has chosen this as a forum. Those who don’t want to listen to him can leave.” Remarking alongside House Majority Leader Kevin McCarthy (R-CA) and Homeland Security Secretary Kirstjen Nielsen, Chao also brushed aside claims that Trump entering the White House has diminished the U.S. standing as a global leader. “When we talk about America around the globe, it’s not as if America is going to withdraw,” she said. Chao added that "there are many people who feel that America has been the chump” and are seeking out the economic change promised by the president. More here.
DOJ Threats to ‘Sanctuary Cities’ Lead to Mayors Snubbing the President
The DOJ sent a letter on Wednesday to 23 'sanctuary cities' requesting that they provide documentation showing if local law enforcement officials are sharing information with federal immigration authorities, threatening subpoenas if they fail to cooperate. As a result of the letter, which NYC Mayor Bill de Blasio called “a racist assault on our immigrant communities,” several of the Mayors in DC for the annual U.S. Conference of Mayors boycotted a meeting with Donald Trump. “Many mayors of both parties were looking forward to visiting the White House today to speak about infrastructure,” said New Orleans Mayor Mitch Landrieu, President of the Conference. “Unfortunately, the Trump administration’s decision to threaten mayors and demonize immigrants yet again -- and use cities as political props in the process -- has made this meeting untenable.” More here.
Dems Ask DOJ, FBI to Investigate Fake Comments
Congressmen Bobby Scott (D-VA), Frank Pallone, Jr. (D-NJ), Jerrold Nadler (D-NY), and Elijah Cummings (D-MD) yesterday sent a letter to AG Jeff Sessions and FBI Director Christopher Wray requesting that the Justice Department and FBI expand a previously requested investigation into the potentially illegal submission of fake comments to federal regulatory agencies. The letter from the four Democratic committee leaders follows a June request from Pallone that the DOJ and FBI investigate whether fake comments submitted to the FCC as part of the net neutrality public comment period violated federal law. “The practice of manipulating agency actions by flooding rulemaking dockets with fake comments is far more widespread than it appeared when you were initially asked to investigate.  Some Americans’ voices are being co-opted in what appears to be a systemic attempt to corrupt federal policy-making,” the lawmakers wrote. “We urge you to use the full investigative powers of the FBI and DOJ to promptly uncover who is behind this conduct and prosecute the parties under applicable federal law.” See their letter here.

New Professional Staff Member Joins House Foreign Affairs Committee
Jacqueline Ramos,
 an Adjunct Fellow at the Center for a New American Security, is now a Professional Staff Member for the House Foreign Affairs Committee. She previously served as Senior Advisor to the Assistant Secretary of Defense for International Security Affairs at the Department of Defense, where she advised on a range of issues related to U.S. defense policy in the Middle East, Africa, Europe, Russia/Ukraine/Eurasia, and the Western Hemisphere. While at the Pentagon, she also held the positions of Special Assistant to the Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia and for the Russia Country Director. Prior to joining DoD, Ramos was a Nonproliferation Fellow at the National Nuclear Security Administration, where she coordinated nonproliferation initiatives across Central Asia, the Caucasus and Russia. In this capacity, she worked to prevent the flow of illicit radioactive materials in these regions. Before that, she spent time in the private sector at Airbus Group, Inc., where she supported the development of new business in the military aircraft sector. After graduating from St. Olaf College in 2007, she earned a Master's in strategic studies at Georgetown University and another Master's in strategic studies from the Johns Hopkins School of Advanced International Studies (SAIS). Congrats, Jacqueline! 
Internet Lobby Group Responds to CBC by Kicking Off Diversity Campaign
The Internet Association -- the lobbying group for Amazon, Facebook, and Google, among others -- is kicking off a new diversity initiative thanks to pressure from the Congressional Black Caucus. Silicon Valley and other tech hotspots around the country have faced constant condemnation for failing to hire and retain people of color. The CBC even threatened regulation if tech didn't make major changes. The Internet Association said it would create a new role to lead the effort and kicked off a campaign that aims to “improve diversity and inclusion in the tech industry.” That means a fresh commitment to publish more “accurate and relevant industry-wide employment data,” according to the group’s leader, Michael Beckerman. “It is important that the diversity of backgrounds and viewpoints among internet users is represented in the industry generally and our policy engagement specifically,” he wrote in a letter. The effort is in response to Congressman Emanuel Cleaver (D-MO) and Congresswoman Bonnie Watson Coleman (D-NJ) who wrote the trade organization last year to demand that it play a greater role in addressing racial and gender bias. DNC Announces Nearly $1 Million in Grants to Engage Communities of Color
On Wednesday, the DNC announced the recipients of the first wave of grants from the State Party Innovation Fund (SPIF) totaling nearly $1 million. SPIF is a first-of-its-kind, $10 million competitive grant program that incentivizes early organizing through state parties and supports efforts to engage African American, Latino, Asian American/Pacific Islander, millennial, and rural communities. The following states will begin receiving funding: Arizona, Idaho, Maine, Michigan, Minnesota, Nevada, North Carolina, Pennsylvania, Tennessee, Washington, and West Virginia. “What we learned in 2017 is that when Democrats recruit great candidates, and make meaningful, early investments in organizing and community engagement, we can win anywhere,” said DNC Chair Tom Pérez. “These innovation and organizing grants are proof positive that the new DNC is committed to partnering with state parties to lift Democratic candidates running in offices up and (sic) the ticket, across the country to victory in 2018, 2020, and beyond.” More here.
John Conyers III Files Paperwork to Run for Father’s Old Seat
t’s official ... sort of. John Conyers III on Wednesday filed papers to run for his father’s old congressional seat, although the younger Conyers is still in discussions about when and even whether to make an announcement that he’s running. Longtime Congressman John Conyers Jr. resigned in December amid allegations of inappropriate behavior with several female staffers. At the time, he endorsed his son, which Conyers III reportedly said caught him by surprise as he hadn’t been considering a run for public office. If he does decide to go for it, it would be a contest between cousins, as state Senator Ian Conyers -- the elder Conyers’ great-nephew -- announced earlier in the week his official run for the seat. Others vying include State Senator Coleman Young II and Michael Coleman, a former staffer with Senator Debbie Stabenow (D-MI). More here.

NYT Names New Slate of Opinion Writers
The NYT’s Opinion section has added an impressive roster of writers to contribute to the Old Gray Lady. The list includes former National Security Advisor Susan Rice who will provide commentary on national security and foreign policy issues, particularly China and the trans-Atlantic partnership; Kashana Cauley, a former staff writer for The Daily Show with Trevor Noah whose work has appeared in The Atlantic, BuzzFeed, Esquire and The New Yorker, will write about culture, race, and politics; 2017 MacArthur Fellow and Pulitzer Prize-winning author Viet Thanh Nguyen, also a Professor of English, comparative literature and American studies and ethnicity at the University of Southern California. He will be writing about immigration, refugees, politics, culture and Southeast Asia; and Justin Gillis, a former NYT Editor and environmental reporter who is working on a book on energy policy, and will contribute to the Op-Ed section’s new environment vertical. Burger King Gets in on Net Neutrality Fight
On Thursday, the fast-food chain Burger King released an ad that mocks the administration’s decision to repeal net neutrality rules. The three-minute commercial shows a Burger King with a “Whopper fast lane,” and anyone not willing to pay $26 has to wait longer for their meals. The “Whopper Neutrality” ad ends with the Burger King mascot, the robed king wearing a plastic mask and crown, sipping from a large Reese’s novelty mug -- a dig at FCC Chairman Ajit Pai, who uses a similar mug at press conferences and in a video mocking those opposed to the repeal. A Burger King spokesman says that the company believes the internet should "be like Burger King restaurants, a place that doesn’t prioritize and welcomes everyone." See the ad here.
Calls for Lynne Patton’s Resignation Pick Up After Insults Aimed at April Ryan
Last night, a HUD official called award-winning reporter April Ryan “Miss Piggy” on social media. Lynne Patton, HUD Regional Administrator for New York and New Jersey, last night tweeted out an unflattering photo of Ryan with the caption: “I hear #MissPiggys still on a rampage. Gee, I must’ve struck a nerve, @AprilDRyan. #BankruptBlogger.” Immediately, Black Twitter jumped on Patton for her comments, leading the former wedding planner-turned-housing official to delete the tweet and issue an apology, writing, “I deleted my last tweet by choice. No one from this Administration contacted me. It was beneath me & I apologize to @AprilDRyan. My parents raised me to respect others & I regret my response. I apologize to them, @SecretaryCarson & the Trump family. They deserved better.” Keep in mind that as head of HUD’s Region II, Patton manages billions of taxpayer dollars. #DeleteYourAccount. CNN Contracts Member of Trump’s Hispanic Advisory Council as a Political Commentator
Steve Cortés, who served as a member of President Trump's Hispanic Advisory Council, has been named a CNN political commentator based in Chicago. He was previously a contributor to Fox News and CNBC. His broadcast career began at CNBC where he commented on financial markets, primarily as part of the Fast Money franchise. For two decades, the 1994 Georgetown graduate has worked on Wall Street as a trader and strategist, and currently serves as head strategist for BGC Partners, providing risk management strategies to banks and hedge funds. Appearing on Fox News, Cortés responded to Donald Trump referring to countries as “shitholes,” saying that 45 was speaking plainly about "troubled countries." More about Steve here.

Condi Rice Hosts PBS Documentary
Former Secretary of State Condoleezza Rice is co-hosting a PBS documentary, American Creed, with Pulitzer Prize-winning historian David Kennedy. The pair will join a diverse group of Americans to explore whether a unifying set of beliefs can prove more powerful than the issues that divide us. Rice and Kennedy's spirited inquiry frames the stories of citizen-activists striving to realize their own visions of America's promise. The stories in American Creed are told from the points of view of unlikely activists who creatively bridge cultural, economic and/or political divides. Students around the country will experience America in the classroom -- as part of their history, civics, and social studies courses. American Creed premieres Tuesday, February 27th, at 9P on PBS. Black Journo Lodges Complaint Against Young Turks Network
A Black journalist has filed a complaint against the progressive Young Turks network, alleging he was told to "shut the fuck up and deal" after complaining about racial discrimination. Andrew Jerell Jones said in a claim filed with the New York State Division of Human Rights that Young Turks Founder and CEO Cenk Uygur told him it'd be a "fireable offense" to allege racial discrimination at the company. Uygur, in a statement provided to BuzzFeed News, said the remarks attributed to him were "completely false." The complaint alleges that Jones, unlike his white colleagues, dealt with shifting expectations, unclear deadlines, and a lack of a travel budget for investigative stories. Jones said that he was contacted by David Koller, one of the founders of The Young Turks, who told him he would begin an investigation into his complaint of racial discrimination, but nobody ever followed up. The complaint alleges that another executive called Jones shortly thereafter and made a “veiled threat,” saying, “If this all works out you are under Larsen, but he may also discontinue your services.” More here.
Meet the Inaugural Recipients of the American Mosaic Journalism Prize
A new journalism award announced Wednesday -- the American Mosaic Journalism Prize, from the Heising-Simons Foundation -- was awarded to Jaeah Lee, whose work includes covering criminal justice and equality, and Valeria Fernández, who covers immigration in Arizona. The Prize awarded the two freelance journalists includes an unrestricted cash award of $100,000 each, for “demonstrated excellence in long-form, narrative, or deep reporting on stories about underrepresented and/or misrepresented groups in the present American landscape.” Lee is an independent journalist and a 2017 Senior Fellow at Brandeis University’s Schuster Institute for Investigative Journalism. The New York University grad is also a 2017 Restorative Narrative Fellow with Images & Voices of Hope. Lee’s work has been featured in major national outlets, including VICE News, The Atlantic, The Guardian, Wired, Christian Science Monitor, Global Post, and MSNBC. She was previously a staff reporter at Mother Jones, where she wrote about criminal justice, and income and racial inequality, among other subjects. Fernández has been reporting on Arizona’s immigrant community and the many angles and faces of the immigration debate for more than 15 years. The Arizona State University grad is also a 2017 Fellow for the Adelante Initiative of the International Media Women Foundation. She currently freelances in multiple mediums, including the Phoenix New Times, The Guardian, PRI’s Global Nation and PRI’s The World, CNN en Español, Radio Bilingüe, and Al Jazeera English. Born in Uruguay, she began her career as a journalist in the Gannett-owned newspaper La Voz. Congrats, ladies! More here.
States Fight FCC Decision on Net Neutrality
NY Governor Andrew Cuomo on Wednesday signed an executive order protecting net neutrality in the state, becoming the second state to go against an FCC decision late last year to repeal regulations on an open and accessible internet. The Cuomo order directs the state government to not enter into contracts with Internet service providers unless they abide by net neutrality rules. On Monday, Montana Governor Steve Bullock became the first governor to issue such an order. Meanwhile in California, Senate President Pro Tem Kevin De León, candidate for the U.S. Senate, has introduced legislation that would task a state agency with establishing new regulations, making it unlawful for broadband companies to block or limit access to internet services in California. He’s facing heavy opposition from the telecom industry. And supporters say the effort will not be enough if the state does not also resuscitate federal rules to protect the privacy of internet customers. More here.

San Francisco Will Now Celebrate Indigenous Peoples Day
“Only Christopher we acknowledge is Wallace.” The San Francisco Board of Supervisors pretty much took the words of JAY-Z earlier this week when it voted to rename the October holiday from Christopher Columbus Day to Indigenous Peoples Day. The resolution sponsored by Supervisor Malia Cohen passed by a
10-1 vote, despite objections from some Italian Americans -- who had used the holiday to celebrate their heritage. The Supervisors said they wanted to honor Native American people and condemn the atrocities they suffered: “Correcting our history and the history of a native people that were brutally both slaughtered and killed off by disease,” said Supervisor Hillary Ronen. My Brother's Keeper Alliance Host Final Summit
On February 27th, My Brother’s Keeper Alliance, an initiative of the Obama Foundation, will host its final Pathways to Success: Boys and Young Men of Color Opportunity Summit. In partnership with the City of Newark, NJ, Mayor Ras J. Baraka, and Prudential Financial, Inc., the event will provide local youth -- including boys and young men of color -- with access to hiring opportunities, community resources, and social services in Newark. Participants will receive career preparation and leadership development training and will be interviewed by potential employers, with some employers offering on-the-spot hiring. During the day-long Opportunity Summit, Newark youth will be provided career training and job opportunities with companies including Prudential, Starbucks, AutoZone, and Whole Foods. More than 500 participants are expected to attend. Since 2016, MBK Alliance has hosted three Opportunity Summits in Oakland, Detroit, and Memphis which resulted in more than 1,000 on-the-spot job offers to participants. Michelle Obama Joins Foodservice Forum
Earlier this week we reported that Michelle Obama would be heading to Dallas to take part in the #hearhere Speaker Series on March 8th. She has now added another engagement to her schedule. The former First Lady will now be joining the Women's Foodservice Forum's annual conference, participating in the organization’s closing session on Wednesday, March 7th. The conference brings together more than 3,000 food industry professionals, from emerging leaders to C-Suite executives. Obama will be joined by other speaks, including Maria Shriver and Gretchen Carlson. More here.
