There’s time left on the clock, but not a lot. Funding for the government runs out on Thursday. Immigration negotiators say they've taken steps in the right direction, but no DACA deal has thus far been reached. Lawmakers have only until March 5th to save “Dreamers” under Donald Trump’s deadline. Congressional leaders from both parties have said they don't foresee a second shutdown. The House could vote tomorrow to keep the government funded, with the Senate expected to pass the measure soon after. Hence, a DACA punt is starting to seem inevitable. There’s also another battle brewing. This one is over that controversial GOP-drafted memo which alleged to expose improper behavior by FBI agents investigating Russia's alleged interference in the 2016 election and possible collusion by Trump associates. Spoiler alert: it was tantamount to watching the series finale of The Sopranos -- there was no big reveal. Now Dems want to release their memo. A vote on this is expected today. On Wednesday, Democrats kick off their retreat in Cambridge, MD. Former VP Joe Biden will serve as the keynote. In Fed news, Jerome Powell will be sworn in today as the 16th Chairman of the Federal Reserve. In campaign news, a Chicago-area Holocaust denier running for Congress has no opponents in the Republican primary. Will he make his way to the Capitol? And in sports news, last night, Tom Brady never found his way to victory. The Patriots QB failed to dodge Brandon Graham, who helped lead the Eagles to victory, knocking the ball from Brady’s hands. Speaking of Dodge, a question for the auto company: have you any African Americans in senior positions of leadership? Marco Rubio and Ivanka Trump Collaborating on Paid Family Leave
Senator Marco Rubio (R-FL) 
has a new goal, and a new partner, on an issue that is traditionally a bread-and-butter one for Democrats: paid family leave. Rubio is partnering with Ivanka Trump to turn the GOP’s opinion around on an issue to which even the Senator admits that “there will be significant initial resistance to it, because it’s just not an issue that’s been identified with the Republican Party.” While far from having a plan, let alone a bill, Rubio and Ivanka have started to toss around the idea with party notables, the Senator told Politico. And while the conversation is still in its nascent stages, Rubio believes that his party can turn it around. Rubio is driven because “people that I know and interact with, going two weeks without a paycheck is catastrophic ... Imagine going two months or three months. ... They gotta give you time under the law but you don’t get paid. It’s just not a sustainable thing.” More here.
Hurd Addresses ‘Memo’ Controversy
Congressman Will Hurd (R-TX)
, the only African American male Republican in the House, does not think a controversial memo drafted by GOP staffers vindicates Donald Trump. Hurd, a former CIA operative who sits on the House Intelligence Committee, was one of the members who voted to release the memo, which alleged to expose improper behavior by FBI agents investigating Russia's reported interference in the 2016 election and possible collusion by Trump associates. The memo, which some speculate is intended to undermine the investigation, didn't reveal much. “I don't agree with some of my colleagues ... always using the words 'explosive'" to describe the document," Hurd said Sunday on ABC This Week. He told George Stephanopoulos that the Republican memo should not interfere with the probe by special counsel Robert Mueller. "I don’t believe this is an attack on Bob Mueller," Hurd said. "I don’t believe this is an attack on the men and women in the FBI. I’ve served shoulder-to-shoulder with them, and they are hardworking folks that keep us safe." More here.

Obama Heads to New Zealand

Obama is heading to New Zealand in March, but we don’t know why. He’ll be in the country on March 21st for a yet-to-be-announced reason. One possibility is to celebrate the opening of Air New Zealand's new route to the U.S., likely to Chicago. Obama and New Zealand's former Prime Minister John Key, who now sits on Air New Zealand's board, developed a relationship when the two were in office. They were elected within a week of each other in 2008 and both had holiday homes in Hawaii. They frequently hobnobbed at international summits. In 2014, the pair spent five hours on the golf course in Hawaii. According to reports, a rematch is scheduled during Obama's visit next month. Obama had frequently promised to visit New Zealand but did not do so while he was in office. He’s making good on that promise now. More here.
Carson Calls for Investigation on His Family
On Friday, HUD Secretary Dr. Ben Carson called on the department's Inspector General to “review” his family’s role and influence at HUD. Last week, we told you that despite warnings from department lawyers that doing so risked violating federal ethics rules, Carson let his son organize a “listening tour,” according to internal documents obtained by WaPo, and that could have potential conflicts of interest. The Post also reported that Myriddian LLC, a company owned by the Secretary’s daughter-in-law Merlynn Carson, received a $485,000 contract from the Centers for Medicare and Medicaid Services in September without a competitive bidding process. “This week, my family and I have been under attack by the media questioning our integrity and ethics. I have openly asked for an Independent Investigation to put to rest these unfounded biases. Exodus 14:14,” Carson tweeted. Read more here.

Stephanie Murphy Intros Bipartisan Bill on Vet Homelessness
Congresswoman Stephanie Murphy (D-FL) last week joined with three other members of Congress to introduce a bipartisan bill looking to ensure that the federal government continues its efforts to reduce homelessness among veterans. Murphy, along with Congresswoman Elise Stefanik (R-NY) and Congressman Bruce Westerman (R-AR), backed Congresswoman Jacky Rosen’s (D-NV) Keeping Our Commitment to Ending Veteran Homelessness Act. The bill reauthorizes a number of federal programs, including: the Homeless Veterans Reintegration Program, the Homeless Women Veterans and Homeless Veterans with Children Reintegration Program, the Mental Healthcare for Homeless Veterans Program, the Referral and Counseling Services for Certain Veterans at Risk of Homelessness Program, the Supportive Services for Veteran Families Program, the Housing Assistance for Homeless Veterans Program, the Grants and Per Diem (GPD) Homeless Veterans with Special Needs Program, and the Advisory Committee on Homeless Veterans Program. “No American—and especially no military veteran—should have to live on the streets,” said Murphy. “On any given night, there are over 40,000 homeless veterans in the United States. Ending veteran homelessness requires serious and sustained efforts. Men and women who wore the uniform have earned our support, especially when they are down on their luck.” The bill has been sent to the House Veterans Affairs Committee. Al Green Visits Deported ‘Constituent’ in El Salvador

flew to El Salvador this weekend to meet with José Escobar -- a former ‘constituent’ of Green’s -- who was deported after what he thought would be a routine check-in with immigration authorities. Escobar’s family came to the U.S. in 2001 under the Temporary Protected Status program, which was granted to Salvadorans who were victims of earthquakes that year; it was only many years later that Escobar discovered his paperwork had not been done properly. Green and José’s wife, Rose, met in a small room at the airport in San Salvador, El Salvador’s capital. The Congressman said that he hopes his visit helps call attention to the plight of families separated by deportation. “If not for his place of birth, we would call him an American citizen who is all of the right things,” Green said. “This is the kind of citizen that we would admire.” More here.
Lawmakers Warn of Medical Shortage Post-Hurricane Maria
Senators Marco Rubio (R-FL)
and Richard Blumenthal (D-CT), along with Congresswomen Jenniffer González-Colón (R-PR) and Marcy Kaptur (D-OH), led 29 Senators and 63 Representatives in a letter sent Friday to Food and Drug Administration Commissioner Scott Gottlieb regarding the current shortage of critical medical products because of the devastation left by Hurricane Maria in Puerto Rico. Nearly 10% of all medicines and medical supplies used in the mainland U.S. are manufactured in Puerto Rico, where about 30% of the population still lacks power more than four months after the storm. “The ongoing shortage of medical products manufactured in Puerto Rico, specifically small volume IV fluid bags, has created a nationwide public health scare during the height of a severe flu season,” reads the letter. The lawmakers ask Gottlieb to detail what measures the FDA has taken to avoid new shortages of other medical products manufactured in Puerto Rico and whether the approval of new suppliers of saline is permanent or temporary. Pras Launches Media Platform -- Blacture
Hip-hop star Pras Michel -- a founding member of the Fugees -- bought a 30-second Super Bowl spot to announce the launch of Blacture, a “platform for black culture in America.” In a video on the site, he describes Blacture as "the epicenter for everything that is Black -- Black excellence." He says Black filmmakers, journalists, and anyone who "creates" could be included on the platform. "Pras is passionate about giving Black culture a voice, and, given the controversy surrounding Black Lives Matter that unfolded throughout the NFL season and the conversations taking place in the American political arena, he believes that this is the time for a call to amplify the underserved voices in Black culture," said a representative for Michel in a statement to AllHipHop.com. At the start of the spot, titled "Be Celebrated," which aired during the third quarter of the game, 45-year-old Grammy-winning Michel stands onstage in a theater, blindfolded with his mouth covered. He then takes off the bindings and looks knowingly out into the audience. Enter the message: "Be celebrated. Not tolerated." This ad is a collaboration between Pras, director Antoine Fuqua of Training Day and Southpaw fame, creative agency McKinney, and purpose-driven marketing shop Leijas of New York. The actual platform for Blacture is set to debut in March. More here.
Omarosa Rumored to be Developing Talk Show
According to reports, there are plans underway for ousted White House staffer Omarosa to get her own talk show. According to The Jasmine Brand, her Celebrity Big Brother deal included the development of a syndicated talk show with a senior executive from CBS’ The Talk. Celebrity Big Brother is hosted by Julie Chen, who is a host on The Talk. Chen was reportedly influential in securing Omarosa on the reality show. Omarosa is also rumored to be working on a memoir, which is speculated to detail her tenure at the White House. More here.
NYT Overhauls Fellowship Program
The NYT is overhauling a long-standing program known as 8i designed to bring new journalists into the newsroom, according to Journal-isms. The suspension of the program was not announced, even internally. The Beat DC reported in December that Ted Kim (pictured) was named Director of the Newsroom Fellowship and Internship Program. “Our goal is to remake 8i into a true fellowship that promotes diversity and training,” Kim told Journal-isms by email. “There is a consensus in the newsroom that our previous program drifted from that mission. I won’t get into specific numbers. Yes, we had to make some hard choices but we remain deeply committed to the mission and the 8i program.” For years, the 8i program hired young reporters on a probationary basis, rotating them around to several different desks and then opting to make them permanent (union) employees if they proved themselves.

Board members of the Online News Association (ONA) met Friday in DC and elected Benét Wilson Vice President and P. Kim Bui Secretary. Benét is the owner/Editor-in-Chief of Aviation Queen LLC, a freelance journalism service offering writing, copy editing, and social media skills for newsrooms, companies, and nonprofit organizations. She is chair of ONA’s Diversity Committee and serves on the Membership, International, and Fundraising committees. Bui is an Editor-At-Large for the digital news organization Now This News, as well as an Adjunct Professor at the University of Southern California. ONA is the world’s largest association of digital journalists. The group also elected David Smydra as Treasurer and Mandy Jenkins as President. More here.

Super Bowl Bets Hit the Hill, While Eagles Give a Preemptive No Thanks on WH Invite

is due for some clam chowder. Ahead of Sunday's Super Bowl, he bet Congressman Seth Moulton (D-MA) that if the Eagles won, the Congressman would bring his fellow Dem some New England clam chowder. Had the Patriots won, Evans would have owed Moulton some Philly cheesesteaks from Dalessandro’s in Philadelphia. Meanwhile, several members of Super Bowl champions have already said that they will not visit the White House if invited by Donald Trump. Wide receiver Torrey Smith, defensive end Chris Long, and safety Malcolm Jenkins have all said they won’t be going. Given the divisive politics, perhaps these celebrations could be moved to Congress? Perhaps the players would not refuse an invite by the Congressional Black Caucus? There may even be some New England clam chowder in the deal. More here.

Today, Dr. Robert Simmons III will join Service Year Alliance as the organization’s new President. Simmons comes to Service Year Alliance from his previous role as VP of Strategy & Innovation for the Campaign for Black Male Achievement. Robert has also served as an award-winning STEM teacher in Detroit, a tenured professor of education and African & African American Studies at Loyola University Maryland, and as the Director of the Center for Innovation in Urban Education. He holds a Bachelor’s in elementary education from Western Michigan University, a Master’s in science education from Lawrence Technological University, and Ph.D. in education from Hamline University. He was also a Fellow with the Woodrow Wilson Fellowship Foundation. Service Year Alliance is an organization aiming to make a year of service a common expectation and opportunity for young Americans to tackle important challenges while transforming their own lives. Congressional Candidate Steps in As HI Lt. Governor
Hawaii Attorney General Doug Chin announced on Friday that he will succeed Shan Tsutsui as the state’s 13th Lt. Governor. Under state law, Chin, as Attorney General, was third in the line of succession after Senate President Ron Kouchi and House Speaker Scott Saiki; both declined the position. Earlier this month, Chin announced that he was stepping down as AG on March 15th to run for Congress. Initially, Chin said he would not need to give up his current position in order to run. “Public service is a privilege. This was not my plan, but it is the order of succession and I am answering a call to serve,” Chin said. He also said he will continue to campaign to replace Congresswoman Colleen Hanabusa (D-HI) who is stepping down to pursue a primary challenge against Governor David Ige. More here.
The "Iron Stache" Pounced on a Buck Fifty to Unseat Paul Ryan
House Speaker Paul Ryan (R-WI) 
deleted a tweet Saturday touting the GOP tax overhaul after critics called him out for appearing out of touch with the reality of low-income individuals' financial situations. The tweet read, "A secretary at a public high school in Lancaster, PA, said she was pleasantly surprised her pay went up $1.50 a week ... she said [that] will more than cover her Costco membership for the year." His Democratic Latino opponent, Randy “Iron Stache” Bryce, pounced on the opportunity and asked donors to chip in $1.50 as a show of opposition to Ryan. Since then, he says he raised over $130K from donors -- roughly half of whom donated $1.50 to his campaign. Bryce has just shy of $1.3 million on hand and spent an eye-popping $922,567 last quarter. Black Unemployment Increased This Month
The Black unemployment rate jumped from 6.8% in December to 7.7% in January. That rate is the highest it has been since April of last year, when the overall unemployment rate was 4.3%. During Donald Trump’s State of the Union address, he took credit for the low unemployment numbers in the Black community. “Unemployment claims have hit a 45-year low. It’s something I’m very proud of. African American unemployment stands at the lowest rate ever recorded,” he said. Since the end of the recession, the unemployment rates for all Americans have fallen. The rates for whites, Blacks, and Hispanics have all steadily (but unevenly) dropped. If Trump takes credit for an unemployment rate still twice that of whites, will he take the blame for a spike? More here.
