Faster Payments – why should we care?

Should the ATM channel even care about the direction of so-called ‘Faster Payments”?  The first reaction for some might be to wonder what all the fuss is about.  After all, how much faster can an ATM transaction get, than it already is?  And would it really matter?  The answer is ‘Yes’ – and we should care a lot.  The real excitement and enthusiasm for Faster Payments is about the ‘rails’ that they would travel – not necessarily the few seconds it might shave off of transaction times.
It is precisely for this reason that ATMIA became a founding member of the U.S. Faster Payments Council (FPC) and has also joined the FedNow Community.  The FPC is building on the work of the Faster Payments Task Force, which was setup to create the foundation of and the governance for Faster Payments in the U.S.  One of its major objectives is to foster ubiquity of Faster Payments services through interoperability.
Interoperability in a faster payment system can help achieve seamless processing – both sending and receiving – of payment instructions across various payment solutions. This can significantly benefit all players in the ecosystem if it provides access and reach to any end-user, regardless of the network their financial institution connects to.  Through interoperability, the ecosystem can promote competition, reach and scale.  All of which can be done without the need for a traditional debit card.

A security event you can't miss

The COVID-19 pandemic is impacting everyone – even criminals.  Reports from the field indicate that ATM crime is down.  But likely not due to efforts of self-preservation on the part of the criminals – at least 40 - 50% of all ATMs have been inaccessible due to lockdowns across the country.  And those that are available have become tougher targets.

Offences Involving ATMs: Insights into How Offenders See ATMs as Targets

This new criminological study of ATM crime today offers the industry a unique perspective – the view from the bottom; that is, what ATM criminals themselves think when they plan their attacks on ATMs. These are the guys and gals who make ATM security necessary in the first place, so it is entirely logical to record firsthand their thoughts on ATMs as targets for crime.

IAD Committee elects new Co-chairs 

Thanks to all of the candidates who volunteered their time and expertise to run for IAD Committee Co-chair.  The election process is now complete.  Tony Mercer, Director of Operations, ATM USA, LLC and Herman Trejo, Director of Sales, NationalLink were the top two vote-getters and have been elected to two-year terms as IAD Committee Co-chairs.  Please join us in congratulating them on their new leadership roles.  The next IAD Committee meeting is scheduled for Tuesday, June 23, 2020 at 11:00am EDT.

New Software Packaging & Distribution Forum

A Software Packaging & Distribution Work Group was formed late last year upon requests from a couple of our larger bank ATM deployers.  As ATM software has grown more complex, security concerns multiplied, and functionality expanded to enhance the customer experience, the task of managing software distribution has become very challenging.  Manufacturers and larger deployers are managing thousands of USB sticks and looking for better ways to deliver updates and reload hard drives. 
This discussion forum has been created as a vehicle for sharing best practices and new ideas for simplifying the packaging and distribution of ATM software.  The Forum is open to all ATMIA members, but will probably be of most interest to banks, larger independent deployers, and manufacturers. New ATM Hygiene and Safety Committee

ATMIA has created a new international committee to look at best practices for ATM hygiene and cleaning for the pandemic and post-pandemic phases for the industry. Through collaboration and consultation with our members we’ll develop international best practices. We will do our work through conference calls and email, and no in-person meetings or travel will be required.  The group's first meeting was earlier this week and very well attended.

Independent ATM Deployers (IAD) Committee

All IADs and their providers are welcome to participate in the IAD Committee, which meets bimonthly.  The next  meeting is scheduled for Tuesday, June 23 at 11:00pm EDT.  Meeting invitations will be sent to all committee members.

U.S.Government Relations Committee (GRC)

The GRC meets regularly to discuss regulatory and compliance issues affecting the industry, from federal, state, and local governments.  It meets next on Thursday, July 16 at 11:00am EDT.  Meeting invitations will be sent to all committee members. .

Coronavirus updates

ATMIA remains deeply concerned about its members and helping them through these challenging times.  We have responded very quickly to pandemic developments and invite you to visit our Coronavirus alerts and updates page on a regular basis.  
Since the last newsletter was published, ATMIA released its Advocacy Plan for COVID-19 and Beyond.  This new document hghlights plans for a global Cash Revival and ATM Revival.  ATMIA also announced last month that it was a signatory to a letter to the Senate Judiciary Committee supporting the need for liability protection for essential workers.
The Coronavirus page includes a news feed for articles relating to COVID-19.  As a benefit of its relationship with Stateside Associates, ATMIA receives very detailed daily reports on COVID-19 related activities in the states.  This report is posted daily during the week – typically in the late afternoon.
Finally, ATMIA recently conducted a member survey about the impact of COVID-19 that paints a picture of many pain points member companies are experiencing.  This includes economic and health challenges and an uncalled-for intensification of the war on cash by the anti-cash zealots. The latter group seems to be exploiting a human tragedy for narrow commercial gain, especially at the expense of hundreds of legitimate businesses around the world operating in the ATM and cash sectors.  Survey results are being emailed to all ATMIA members.

Cashless ban updates

With the advent of the COVID-19 pandemic, activity on bans of cashless retail establishments has subsided considerably.
There was further progress on California's SB 926, which would require retail locations to accept cash payments of up to $5,000.  On May 18 a hearing was held.  The measure  was passed out of the Senate Business, Professions and Economic Development Committee and referred to the Senate Appropriations Committee, which scheduled a hearing for June 1.  Text of the amended measure is available from the interactive map on the ATMIA U.S. Region home page.
Connecticut's proposed bill passed out of committee, but failed upon adjournment on May 7.
H.R. 2650 has not seen any further movement, but now has 41 co-sponsors, 10 of which are from the Republican side.  ATMIA members are encouraged to contact their Representative and ask that they also become a co-sponsor of the bill.

Washington, DC Fly-in cancelled due to the pandemic

Washington, DC is opening up far more slowly than first anticipated.  And the future state of local unrest there is uncertain at this point.  Therefore, regrettably, it has become necessary to cancel the 2020 fly-in event.  Even if the situation were to improve in the next few weeks, it would leave little time for participants to make travel plans.  It is also quite likely that legislators and staff will be preoccupied with current events and unavailable for non-related discussions.
Planning for our 2021 DC Fly-in will begin as soon as possible.  It is too early to provide a for-certain date, but the week of March 15, 2021 would be preferred at this point in time.
