How COVID-19 Changed Employer-Sponsored

In 2021 and early 2022, Congress passed measures to improve access to health insurance due to COVID-19 and economic instability. An estimated 8 million people gained coverage during this period, mainly due to increases in Medicaid and other public coverage. M. Kate Bundorf and her co-authors found that despite rising employment, employer-sponsored coverage remained unchanged. As the public health emergency subsides, many Medicaid enrollees may now lose eligibility. The authors found that policymakers and employers should be prepared to help those who lose eligibility navigate alternative sources of health insurance.
