D1) Extra-Help Services and Retirement Waiver for Information Technology

Summary:
The Board will consider a request to hire a retired employee as Extra Help, from the Information Technology Department. The Board must approve these hiring decisions because less than 180 days have passed since the retirement of this employee.

Psychiatric Health Facility Report

D2) Santa Barbara County Psychiatric Health Facility Report FY 2024-25 and FY 2025-26

Summary: 
The Board will hear the annual report on the operations of the County’s Psychiatric Health Facility (PHF), summarizing key activities, client data, and regulatory updates for FY 2024‑25 and the first half of FY 2025‑26. The PHF is a 16‑bed locked inpatient psychiatric facility that provides 24‑hour care and must meet rigorous State and Federal standards.

Public Safety Realignment

D3) Fiscal Year (FY) 2026-2028 Public Safety Realignment Plan

Summary: 
The Board will consider the FY 2026–2028 Public Safety Realignment Plan, which outlines how State realignment funds will support programs, services, and staffing aimed at reducing recidivism and improving outcomes for justice‑involved individuals. The Plan reflects collaboration among Community Corrections Partnership (CCP) partner agencies and includes the FY 2026–2027 realignment budget, new and ongoing program investments, and one‑time allocations for initiatives such as holistic defense, mental health diversion support, treatment beds, jail programming, and Proposition 36 staffing. The $24 million budget is fully funded by State revenue with no cost to the County’s General Fund.

D4) Zoning Ordinance Ministerial Streamlining Briefing 
(Estimated Time: 45 minutes) 


Summary: 
The Board of Supervisors will receive a report and provide direction on proposed updates to Santa Barbara County’s zoning ordinances aimed at streamlining and simplifying the permitting process for certain residential and commercial projects. The proposed changes would expand the types of projects eligible for faster, ministerial approvals — reducing permit timelines, costs, public hearings, and appeal requirements for some housing, accessory structures, small commercial projects, and minor property improvements. This effort represents Phase 3 of this streamlining effort, which has already included updates to shopping center zoning, outdoor lighting and sign standards, housing accommodations, and other process improvement measures.
