TAKE ACTION: Nonprofit New York Advocacy Opportunities
| |
2021 Nonprofit City Agenda
Over 40 New York City-based nonprofit coalition groups spanning across all sub-sectors were brought together by Advocacy Institute, Human Services Council, and Nonprofit New York to create and disseminate a nonprofit policy platform for the 2021 elections. The platform covers issues that impact the whole sector and is clear on all the places nonprofits intersect so we can’t be pitted against each other. The nonprofit sector does amazing and intersecting work, but because there is a lack of understanding between different sub-sectors we see decision-makers try to splinter us.
We are currently collecting sign-ons to the platform in order to display the nonprofit sector's unified priorities and political power.

A Place at the Table Campaign Twitter Storm
This Thursday, February 25th from 12pm - 2pm, the Coalition to Advance Nonprofits will be having a social media day of action for our A Place at the Table campaign, which is aimed at raising New York City’s “lobbying threshold” from $5,000 to $10,000.
A $5,000 lobbying threshold means that if an organization spends $5,000 in a year doing legislative advocacy they must register as a lobbyist, which causes many nonprofits to decide not to lobby at all. By raising the threshold, we will encourage more nonprofit advocacy and alleviate the administrative burden placed on grassroots organizations’ advocacy. Our bill, Intro 2148 would raise the City's "lobbying threshold" to $10,000.

Sign on opportunity: National letter for nonprofit relief
The House is scheduled to take up the COVID relief reconciliation bill this week and we need to make an even better showing of support for nonprofit priorities. Help focus the attention of lawmakers on the needs of nonprofits by signing your organization onto a new nonprofit letter calling for a package of solutions tailored to the needs and realities of nonprofits serving the public good. The letter calls for nonprofit-specific grants and forgivable loans for nonprofits of all sizes, and increase and extension of charitable giving incentives, full coverage of unemployment costs of reimbursing (self-insured) employers, and financial aid to state and local governments. Read the letter to the federal leaders.

Analysis of relief
The bill would provide $350 billion in federal aid to state, local, tribal, and territorial governments (Sec. 5001); expand Paycheck Protection Program loans to some larger nonprofits and repeal the CARES Act nonprofit affiliation rule (Sec. 6001); extend and increase to 75% the federal coverage of unemployment costs of reimbursing employers (Sec. 9012); extend credits for sick and family leave (Secs. 9641 through 9650); and extend of the Employee Retention Tax Credit through December (Sec. 9651).

Now is the best time to apply for a PPP loan
For a two-week period, starting Wednesday, February 24, the SBA and PPP lenders will process loan applications only from nonprofits and for-profit businesses with fewer than 20 employees. This window is designed to provide more equitable relief by targeting organizations that were left behind in previous relief efforts. Learn more at SBA.gov.

Shuttered Venue Operators Program
On February 19, the Small Business Administration updated the Shuttered Venue Operators Grant page on its website. The SBA site now reads that each of the funding priority periods will be based on “losses of earned revenue." Many more nonprofits arts organizations will now qualify in the Priority Period for Initial Grants of 45% of their 2019 Earned Revenue and Supplemental Grants equal to 50% of the Initial Grant as well. SBA is still in the process of setting up the grant program and is not yet accepting applications.

Emergency Unemployment Relief for Nonprofits Act
Representatives Suzan DelBene (D-WA) and Sean Casten (D-IL) have introduced the Emergency Unemployment Relief for Nonprofits Act, legislation that would increase the federal coverage of the unemployment costs of reimbursing employers from 50% to 75% between April 1 and October 3, 2021. The text of the legislation (but sunsetting on August 29) was included in the unemployment provisions of the House Ways and Means Committee budget reconciliation bill.
