Use them in full, borrow activities or assessments, or share them with students as a tool for peer coaching. The following is a sample assignment from the Congress series.

Assign students to read Chapter 4 in the Congressional Debate Textbook. As they read, they should answer the following questions. Answers are in parentheses.

- How is the end of a resolution different than the end of a constitutional amendment? (The resolved clause of a constitutional amendment is always the same predetermined text and the legislation ends with the article that will be added to the Constitution)
- To determine the constitutionality of a bill, competitors must do research to determine two things: ___________ (whether the Supreme Court has already ruled on it) and ____________ (ensure their bills conform to the constitutional limits on federal power).

Read the Competition Rules Board Meeting Minutes
|
The Competition Rules Board of Directors met on September 12 and accomplished the following:

Determined supplemental speech events and Extemp Debate may each be split into two separate competition groupings that compete independently through the semifinal rounds beginning at the 2024 National Tournament.
- Updated rules regarding how generative artificial intelligence may be used in competition.

Changed the internet rules in Extemporaneous Debate.
- Clarified that tournament hosts may adjust Congress recency for balance.

LD Novice Topic Resources
|
In May, the Competition Rules Board approved a new novice Lincoln-Douglas Debate topic, Resolved: In the United States, national service ought to be mandatory.
|
|
|
The novice Lincoln-Douglas topic is an optional topic that coaches and tournaments may choose to use each year in September and October, or the first two months of the novice season.
The same topic is used each year and is created to be accessible to new debaters so that coaches can have a consistent, beginner-friendly topic to guide their novice LDers. Our materials offer instructors and students a place to start with the topic.

Take the NFHS Survey on Speech and Debate Coach Satisfaction
