Human Services in the FY17 Budget
This week the White House released President Obama’s budget. He proposes increases in the following programs: runaway and homeless youth, youth employment, disconnected youth, the Summer Electronic Benefit Transfer for Children, EITC, and TANF. While overall spending levels were previously agreed to in the Bipartisan Budget Act of 2015, some House Republicans have suggested changes that would deviate from the agreement.
NHSA's Washington Policy Council will be reviewing the budget for its impact on policies and programs supported by human service advocates. Be sure to let us know what programs and budget items your organization is following.
D.O.E. Guides Transition to New Education Law
The Every Student Succeeds Act (ESSA) will not fully replace No Child Left Behind (NCLB) until the 2017-18 school year. But, the Department of Education recently issued guidance for local educational agencies to follow in the interim. It also published notice of negotiated rulemaking to implement the state assessment and supplemental state funding provisions of the Act.
