TN Department of Environment and Conservation’s (TDEC) Division of Air Pollution Control (APC) issued a General Permit for Large Concrete Batch Plants on May 16.

📃What is a general permit? |
- TDEC issues general permits to make environmental permitting easier. Instead of applying for separate permits, facilities in the same industry can get coverage under one permit, if they meet the requirements.

👷Who can apply for this permit? |

This general permit is for concrete batch plants that have less than a total of 79.9 tons per year of emissions.
- To meet this criterion:
- Controlled loadout production can’t exceed 2,600,000 cubic yards per year.
- Uncontrolled loadout production can’t exceed 450,000 cubic yards per year.

📓How do I get coverage under this general permit? |

Read the general permit and make sure your facility fits under the permit and understand the conditions.
- Fill out a Notice of Intent (NOI) form, which is a fillable PDF, and email to air.pollution.control@tn.gov.

The Division of Air Pollution Control (APC) will review the NOI.
- If the information meets the general permit requirements, APC will issue a Notice of Coverage (NOC) to the facility.
- Keep the NOC on site.

- The application fee is $400.

Currently, there is no annual fee associated with this general permit.

New Industrial Stormwater General Permit |
A new Tennessee Multi-Sector General Permit (TMSP) for industrial stormwater discharges was issued July 1st by the TN Department of Environment and Conservation’s (TDEC) Division of Water Resources (DWR).

👷♀️Who can apply for this permit? |

This general permit covers many different manufacturing and waste-related industries, from timber products to leather tanning and finishing.
- The facility's Standard Industrial Classification (SIC) code determines if coverage is needed.

- Read and understand the general permit.
- Fill out a Notice of Intent (NOI) form.

📆When do I need to submit an NOI? |

Facilities with existing permits must submit an NOI by September 30, 2025.
- New facilities must submit an NOI 30 days before stormwater is discharged.

- Create an account.
- Navigate to the TMSP NOI form.
- If the facility has an existing permit, use the permit tracking number, TNR05####, to auto populate information in the form.
- If the facility needs permit coverage, fill out a blank form.
- Once the NOI is filled out, the Official Contact must sign the form.

- There is no application fee.
- Annual fees range from $0 to $970. See TDEC Rule 0400-40-10, Environmental Protection Fund Fees. Fees for TMSPs can be found on page 9.
- Less than 1 acre is $0
