Train Town and Trick-or-Treats! |
Fall is always a busy and colorful time in our community and this year is no exception!
Read on to learn about plenty of Halloween fun and fall events, a look at Normal through the lens of Amtrak’s new Train Towns series, an update on the Town’s financial audit and financial trends, and a look at a new sculpture adding to our community’s growing collection of public art.

Saturday is Day of Play in Uptown Normal and we'll be offering the Bike Rodeo for the 15th year. Teach your little ones bicycle safety and take advantage of many other fun events. Whether you’re looking for something fun to do, interested in how the Town is managing its finances or simply want to see what’s new around Normal, take a few minutes to explore this issue of Normal Now ... and our community!

At the Sept. 21 meeting, the Normal Town Council received the annual audit which indicates the Town's finances are in good order. To learn more, read the Sept. 21 Council Action Reports.

Financial Trends Reviewed |
At the meeting, Director of Finance Andrew Huhn presented a summary of the Financial Trend and Condition report. Huhn explained the report provides a year-end wrap-up and is a preamble to the Town's budget process.

On Sept. 21, the Normal Town Council also took the following actions:

Awarded a contract for repair and preventative maintenance of the parking garages in Uptown Normal
- Awarded a contract to for the Uptown Station Emergency Circuit Conversion
- Accepted a proposal to replicate and reinstall historic king-post trusses on the Camelback Bridge restoring the historic appearance of the bridge

Accepted bids for maintenance of traffic control equipment, highway lighting and utility locate services
- Executed an intergovernmental agreement with the City of Bloomington, McLean County, Bloomington Normal Water Reclamation District (BNWRD), and the Ecology Action Center for the Tree Corps Program Services, which assists our community in creating, strengthening, and preserving a healthy environment

Acknowledged support for a 2026 Illinois Transportation Enhancement Program (ITEP) grant application for a Trail Extension Including portions of West Raab Road and North Parkside Road
- Approved an amended final development plan for 300 Shelbourne

Extended the moratorium on new data center developments providing the Town the opportunity to enact comprehensive regulations for data centers that align with anticipated regulations at the state level
- Approved waivers from the Uptown Design Review Code for 104 Broadway and 101 E Beaufort (Children's Discovery Museum)
- Authorized a design-build contract for a new Water Table Exhibit at the Children’s Discovery Museum

Town accepts sculpture donation |
|
|
|
The Town of Normal unveiled an additional sculpture in the Town of Normal Sculpture Park on Sept. 22.
"Who's There" by Herb Eaton, Bloomington, Ill., was donated by the Fund for Public Art - Illinois Prairie Community Foundation.

The sculpture joins other pieces at this latest Town of Normal amenity.
