Nothing doing ... Day 3


The third day of the legislative session has concluded.  Few committee meetings have been held, and no legislation has been brought to the floor of either chamber for consideration.

Tomorrow is Day 4.  Gov. Brian Kemp will address a joint meeting of the two chambers in his annual "State of the State" address.  The governor will speak at 11 a.m.  It is expected that the governor will outline his legislative priorities for the session and his proposed budget.  The event will be live broadcast on Georgia Public Broadcasting at: https://www.gpb.org/lawmakers/2024/state-of-the-state.

New legislation filed


State Rep. Mandisha Thomas, D-City of South Fulton, has filed a new bill, HB 891, to give the parents of home-schooled children, a $2,000 per-child, tax break.  The bill proposes the tax credit for the participation in or attendance at a:

  • Children's sports league,
  • Children's group instructional class for ballet, dance, or martial arts, or
  • Instructional camp for groups of children.
Rep. Lee Hawkins, R-Gainesville, has introduced legislation to expand state law requiring automated external defibrillators in all public schools.  HB 874 also requires "a written emergency action plan that establishes specific steps to take during a cardiac emergency in a school setting."  Mr. Hawkins' legislation also requires "a minimum of two emergency action plan practice drills per school year, with at least one per semester" and the identification and training of at least five educators per school who would respond in the event of a cardiac event.

HB 846 received a second reading Monday.  The legislation would direct "local school systems to annually notify employees whether Social Security taxes will be withheld from their pay and whether they are eligible to be included in certain benefits, pension, or retirement plans.
