Dear Eagle Nation:
Last week, I had the honor of standing alongside Governor Wes Moore and leaders from Maryland’s four Historically Black Colleges and Universities as we signed a transformative Memorandum of Understanding aimed at advancing HBCU participation in state procurement and contracting. This MOU is more than a document; it is a commitment to ensuring that Maryland’s HBCUs are active partners in driving innovation, equity, and economic growth across the state.
Through this partnership, we are developing a clear methodology to meet and exceed the 5 percent utilization goal for HBCUs in state service contracts by leveraging Interagency Agreements (IAAs) to make it happen. Our institutions bring unmatched expertise in areas like artificial intelligence, cybersecurity, business development, community health policy, electrical engineering, and data analytics. We are ready to help the state meet its most pressing priorities.

This agreement also lays the groundwork for deepened collaboration. It supports joint ventures, mentor-protégé programs, and partnerships with affiliated businesses, while expanding access to critical state resources. It also paves the way for regular workshops, networking events, and tailored training programs, many of which will be developed and led by HBCUs, to strengthen the pipeline between state agencies and our campuses.

What excites me most is the long-term impact. This initiative maximizes state contracting dollars by creating pathways for reinvestment into our communities through scholarships, paid internships, apprenticeships, and alumni business growth.

Together, with the strong leadership of Maryland’s four HBCUs and support from Department of General Services, Department of Budget and Management, Governor's Office of Small, Minority & Women Business Affairs, and others, we are not just opening doors. We are building them.
