Community conversations help City set new course for arts and culture
|
Approximately 200 people attended our four Arts Talks this fall – meeting Commissioner Ryan and the City Arts team, sharing opinions on monuments, learning more about arts education, and discussing the City’s investments in arts and culture. We are grateful to all who came, and wanted to share additional information for those who were unable to attend:
* You can watch the November 16th event at Multnomah Arts Center on YouTube: District 4 Arts Talk with Commissioner Dan Ryan
* Check out the Portland Monuments Project webpage and take our survey to help determine the fate of the five monuments that were toppled and/or removed in 2020. The last day to complete this survey will be February 16th.
* Get involved with Our Creative Future, the region’s cultural planning process.
We especially appreciated all of the questions and feedback regarding the City's arts service delivery model, and much of that feedback has been incorporated in the City’s new Request for Proposals (RFP) for small grants administration services. The new RFP is available online in the City’s procurement portal.
|
For questions related to this RFP, please contact Tristan Sakamoto by phone at 503-823-8867 or email at Tristan.Sakamoto@portlandoregon.gov, reference RFP #00002224 in your correspondence. Proposals are due February 1, 2024.

Portland Monuments Project
|
The City is asking for the community’s help to determine the fate of the five monuments that were toppled and/or removed in 2020.
Please complete the city’s survey to share your thoughts and help inform City Council's decision. The survey is available in several languages and will close on February 16, 2024.
In the coming months, the City Arts Program will also share opportunities for the public to participate in activities to help shape the future of monuments in our City.

Celebrating the Arts Education and Access Fund
|
The Arts Education and Access Fund provides for K-5 arts teachers in all of Portland’s public elementary schools and grants for arts organization. As part of our coordination with school districts we are developing ways to uplift and celebrate the positive impact the fund is having on arts education in schools. You can learn more about how the fund works at our new AEAF webpage.
On Wednesday, December 20, Portland City Council appointed five new members to the AEAF Oversight Committee, and reappointed two current members to a four-year term. We thank all committee members for their service!

Cultural Planning updates
|
As we near the end of 2023, the team working on Our Creative Future, the Portland tri-county cultural planning process, is excited to share a progress update.
The research phase of this effort, completed in June, consisted of 50+ discussion groups, 40 interviews, an open-call community survey, a statistically-valid survey, an arts demand study, and a grants review. Thank you to everyone who lent their input as part of this process!
Since completing the research, the consulting team and the Steering Committee have been busy making sense of what was learned, and drafting an outline of a cultural plan. Preliminary research findings were shared at a virtual community event in November, attended by more than 70 participants. Some overarching tri-county observations from the research phase include:
|
-
Overall, residents are willing to support arts and culture through government spending even among those who participate less often in arts activities.
- Community priorities include equitable access to arts and creative opportunities, supporting artists and arts and cultural organizations, and sharing cultural experiences through inclusive events.
-
In alignment with previous studies and all the current research, tri-county artists, residents, and government officials believe the arts and creative sectors are vital to the community although this is not reflected in government spending in the arts.
-
Across all research methods, the main barriers to arts participation include cost, lack of awareness of opportunities, and inconvenient schedules and locations.
- Across the tri-county area, the arts play a crucial role in addressing social issues, mental health challenges, and provide opportunity and respite for youth at risk.
|
Additional research findings related to county-specific priorities, creative sector observations, funding, and more can be found in the November community research briefing slides (PDF) and video recording (YouTube link).
Plan development and next steps
The Steering Committee will reconvene in early 2024 to review and revise a draft plan; we will share a draft for community review in February-March of next year, with local governmental approvals to follow.
At the same time, the consulting team will be working with local government leaders to customize elements of the plan that are unique to their specific jurisdictions, and developing a transition strategy to ensure regional ownership and adoption.

Call to artists: Summer Free For All!
|
Portland Parks & Recreation seeks local artists and performers for paid opportunities in the Summer Free For All program next summer. Performances should be high-quality, reflect the diversity of our communities, and be appropriate for spectators of all ages. Selected artists will perform in a variety of outdoor settings including parks, plazas, amphitheaters and green spaces. Consideration for performers for the 2024 season begins February 5, 2024.
