Congress passes $2.3 trillion government spending and virus relief bill

Yesterday evening, Congress passed a nearly $2.3 trillion spending package that includes a $1.4 trillion omnibus spending bill through the end of the fiscal year (FY21), and a $900 billion COVID-19 relief bill.
