D1) Fiscal Year 2024-25 Fourth Quarter Budget Status Report  
(Estimated Time: 20 minutes) 

Summary: 
The Board will receive a report on the County’s financial status for the fourth quarter of the 2024-25 fiscal year, covering activity through June 30, 2025. The County ended the year with a $14.7 million surplus in the General Fund, $2.4 million less than expected, primarily due to higher custody overtime costs and lower salary savings in the Sheriff's Office. Stronger-than-expected revenues from property taxes, hotel taxes, sales taxes, and interest income largely drove the surplus. General Fund surpluses are typically used to address budget needs, fund capital projects, and support Board priorities in the next year’s budget. Staff recommends using this year’s surplus to help pay for the construction of the Northern Branch Jail expansion, which would reduce future debt payments by about $1 million.

D2) Amendment to 2025 County Legislative Platform 
(Estimated Time: 20 minutes) 

Summary: 

The Board will consider adopting responses to a Santa Barbara County Grand Jury report titled “Unpermitted Food Vendors in Santa Barbara County.” The Grand Jury found that unpermitted food vending has surged in the county, posing health risks and undercutting permitted vendors, while enforcement is hindered by staffing shortages and reduced penalties. The Board’s responses outline steps that County Environmental Health Services has taken to improve coordination with local law enforcement for inspections and removal of vendors operating in prohibited areas. Next steps include enhanced communication regarding public access to report concerns related to unpermitted vendors online and via phone.
