D1) 2025 Annual Report and Accomplishments from Federal and State Legislative Advocates and 2026 Legislative Platform Adoption (Estimated Time: 30 minutes)
Summary: The Board will hear annual reports from the County’s state and federal advocacy firms outlining key legislative accomplishments from 2025 and anticipated issues for 2026, and will consider adopting the updated 2026 Legislative Platform, which guides the County’s priorities in areas such as economic vitality, fiscal stability, local control, health and human services, climate resilience, and equity. The Platform was refined with input from County departments and the public and was approved by the Legislative Program Committee earlier in December. Once adopted, it will help direct the County’s advocacy efforts and funding requests at the state and federal levels.

D2) Request For Proposals for Workforce Housing Development (Estimated Time: 30 minutes)
Summary: The Board will consider authorizing the release of a Request for Proposals to find a development partner for a new affordable workforce housing project at 117 East Carrillo Street in Santa Barbara, using a public-private partnership model. Under this approach, the County would provide the land through a long-term ground lease, while the selected developer would finance, design, build, and operate the housing project. The County is also seeking Board direction on whether the project should include net-zero energy goals and whether eligibility should be expanded to include “missing middle” households earning up to 200% of the area median income. Responses from an earlier Request for Qualifications are currently being reviewed, and the top-rated development teams will be invited to submit full proposals for Board consideration.

D3) Fiscal Year 2026-2031 Five-Year Forecast (Estimated Time: 60 minutes)
Summary: The Board will receive the County’s updated five-year financial forecast for FY 2026–31, which projects a cumulative $66.4 million deficit affecting both the General Fund and key safety-net programs due to slowing revenues, rising costs, and significant state and federal policy changes, including the impacts of H.R. 1 on Medi-Cal and CalFresh. The forecast outlines major fiscal pressures such as increased demands on indigent care, homelessness services, criminal justice costs, and upcoming jail construction needs. To address these challenges, the County proposes a Budget Balancing Framework that includes departmental reductions, efficiency measures, hiring controls, potential revenue options such as a sales tax, strategic use of reserves, and prioritization of critical safety-net services. The Board is asked to receive and file the forecast, adopt budget policies, including setting aside funds for the Northern Branch Jail expansion, and provide direction as staff prepares for the 2026–27 budget workshops and eventual June budget adoption.

D4) Fiscal Year 2025-26 First Quarter Budget Status Report (Estimated Time: 20 minutes)
Summary: The Board will receive an update on the County’s financial performance for the first quarter of the 2025–26 fiscal year, covering activity from July 1, 2025, through September 30, 2025. Overall, the County’s General Fund has a projected year-end surplus of approximately $6.5 million. This is largely due to stronger-than-expected revenues, including higher property tax receipts resulting from increased assessed property values and greater interest earnings driven by current interest rates. These gains are partially offset by lower-than-budgeted revenue in Community Services–Parks and higher overtime costs within the Sheriff’s Office.

D5) Ordinance Streamlining and Housing Accommodation Amendments (Estimated Time: 60 minutes)
Summary: The Board will consider a package of zoning ordinance amendments designed to modernize the County’s zoning codes, streamline the permitting process, and support the development of needed housing. These proposed updates include simplifying and clarifying existing rules, improving permit procedures, and revising development standards such as height limits, setbacks, open space, and residential density to better facilitate housing in both residential and commercial zones, as required by the County’s 2023–2031 Housing Element. This item is Phase II of a series of zoning ordinance amendments coming before the Board.

D6) Hearing to consider the appeals of the Planning Commission Approval of the Sable Offshore Corporation’s Change of Owner, Operator, and Guarantor for the Santa Ynez Unit, Pacific Offshore Pipeline Company Gas Plant, and Las Flores Pipeline System Final Development Plan Permits (Estimated Time: 75 minutes)
Summary: The Board will resume its review of appeals challenging the Planning Commission’s October 2024 decision to transfer several ExxonMobil facility permits, including those for the SYU, POPCO Gas Plant, and Las Flores Pipeline System, to Sable Offshore Corporation. After a public hearing on November 4, 2025, the Board voted 4–1 to delay the decision to December 16, 2025, and directed staff to prepare findings that would support approving the appeals and denying the permit transfers. These findings, along with the full administrative record, are now available for consideration.
