Orange County Appoints Deputy County Manager and Two Department Directors |
Orange County filled three key positions in early February.
Caitlin Fenhagen was named Deputy County Manager. Orange County Manager Travis Myren had appointed Fenhagen interim Deputy County Manager in July of 2024 following his promotion to County Manager.
Wil Glenn has been hired to serve as the Community Relations Director. His first day will be March 10.
The three-person Community Relations Department acts as a liaison between the community and County government, promoting transparency, fostering trust, and addressing public concerns.
Elizabeth Overcash was named Orange County Animal Services Director. Her first day is also March 10.
The Animal Services Department has 32 employees and an annual operating budget of approximately $3 million. The Department’s mission is to serve the community by working with volunteers and partners to provide affordable and effective animal care and control. Their goal is to keep people, pets, and the community safe and healthy. They do this through pet adoption, spay and neuter programs, lost and found pet resources, and animal control and protection services.

Unveiling of Historical Marker Honoring Washington, Thomas Jefferson, and Daniel Morrow on February 15 |

The Orange County Community Remembrance Coalition (OCCRC) will host a Historical Marker Unveiling Ceremony on Saturday, February 15, 2025, from 1:00 p.m. to 2:30 p.m. at the Orange County Historic Courthouse at 104 East King Street, Hillsborough. This event will honor the memory of Washington Morrow, Thomas Jefferson Morrow, and Daniel Morrow, three Black men who were victims of racial terror lynching in 1869.
The program will feature a keynote address by Dr. Sonny Kelly, a scholar and storyteller known for his work on racial justice and historical memory.

Orange County, NC, and the Office of Equity & Inclusion celebrates Black History Month by featuring videos about Black History Legends in Orange County. Orange County events held throughout the month will acknowledge African Americans in labor, justice, and equity movements. We invite all members of Orange County to engage in deep reflection, community dialogue, and commitment to building a more just and inclusive Orange County.

Opioid settlement funds are available for prevention, treatment, recovery, education, and awareness. The grant application period runs through February 21, 2025, at 5:00 p.m. Local organizations are encouraged to apply for funding to support innovative programs focused on prevention, treatment, recovery, and public education.
