I write to update you as we navigate a rapidly evolving federal policy environment. These developments, including the Office of Management and Budget’s pause on federal loans and grants scheduled to take effect today at 5 p.m. ET, understandably raise concerns and questions about potential implications for your research and scholarly work.
Although the scope of the OMB’s pause remains unclear, several federal agencies have been directed to pause on multiple fronts—including the issuance of new research awards and disbursement of federal funds under all open awards—until the OMB completes a review related to their compliance with recent executive orders.
Any unexpected interruption of research funding causes stress and uncertainty. We continue to closely monitor every development and will remain engaged to ensure that Vanderbilt is well-positioned and maintains compliance with federal laws and policies.
For those of you whose research is federally funded, please know that we are working closely with your deans and the university’s finance team, including pre- and post-award grants management experts, to provide the clarity and support you need to continue your vital work.
Please continue to carry out federally funded research activities unless you hear specific instructions otherwise. If you are contacted directly by a federal agency, prime entity or sub-awardee about a federally funded grant or contract, please share that information with Sponsored Programs Administration at spa@vanderbilt.edu for further guidance. Additionally, before you submit any new expenses against federal grants, please check with your relevant associate dean for authorization.
I encourage you to reach out to your dean or directly to my office with your concerns. This is a fluid situation, and we are here to offer leadership, guidance and support on your behalf.
Thank you for your continued dedication and commitment.
Sincerely,
C. Cybele Raver Provost and Vice Chancellor for Academic Affairs
