As we close out 2024, we’re excited to share how Pennsylvania is becoming even more business-friendly. This month’s updates include significant strides in economic development, business growth, housing initiatives, and investments in bridging the digital divide. We’re proud of the progress we’ve made this year and look forward to partnering with you for even greater achievements in 2025.

Driving Economic Growth at the Speed of Business |
As part of Pennsylvania’s 10-year Economic Development Strategy, the Commonwealth is making strides to ensure government processes move as efficiently as the businesses they support. In November, Governor Josh Shapiro and DCED launched the newly formed BusinessPA team, designed to offer tailored and responsive assistance to businesses looking to expand, relocate, or explore new opportunities in Pennsylvania. By combining expertise from across the department, BusinessPA provides companies with site selection, workforce development, global market access, and other key business growth services. This initiative demonstrates Pennsylvania’s commitment to removing barriers and fostering a business-friendly environment.
Building on these efforts, Governor Shapiro unveiled the Pennsylvania (PA) Permit Fast Track Program to streamline the Commonwealth’s permitting process for major economic development and infrastructure projects. This first-of-its-kind initiative focuses on improving transparency and reducing wait times, enabling businesses to move forward with critical projects without unnecessary delays. By enhancing government efficiency and responsiveness, PA Permit Fast Track ensures that Pennsylvania remains competitive and attractive to industry. Together, these initiatives reflect a clear vision for a more dynamic, results-driven approach to economic development in the Commonwealth.

Pennsylvania Businesses Continue to Grow |
From innovative startups to established manufacturers, businesses across the state are thriving.

Southwest PA: Powerex secured $4 million in federal and state funding to upgrade semiconductor manufacturing operations, while agtech pioneer Four Growers raised $9 million to scale their produce-harvesting robots globally. Hranec, a sheet-metal manufacturer, announced a $15 million expansion, creating 84 new jobs and retaining 124 positions statewide.
- Northeast PA: Fidelity Bank received $5 million to support the firm’s expansion and relocation of its headquarters to Scranton’s historic Electric Building, creating more than 160 new jobs and the revitalization of a historic landmark.

Southcentral PA: Utz Brands opened a cutting-edge logistics hub, consolidating six operations. Joseph Machine Company’s expansion plans expect to add up to 150 new jobs, enabling larger automation projects for clients in industries like automotive, aerospace, energy, and renewable power.

Advancing Housing Solutions |
DCED is working closely with public and private sector partners to develop Pennsylvania’s first comprehensive Housing Action Plan. Through community roundtables, meetings, and a public survey, we’re assessing housing needs to create meaningful solutions.
In December, the Shapiro Administration invested $5.35 million to rehabilitate over 100 low-income, owner-occupied homes through the HOME Investment Partnership Program, furthering efforts to provide safe, affordable housing for all Pennsylvanians. By investing in both long-term strategic planning and immediate community needs, Pennsylvania is laying the groundwork for a stronger, more equitable housing landscape that benefits residents and supports the Commonwealth’s continued growth.

Expanding high-speed internet access remains a top priority. This month, the PA Broadband Development Authority achieved key milestones to help close the digital divide. This includes the announcement that the Digital Technology Connectivity Program will distribute more than 9,100 laptops to public-facing institutions like libraries, municipalities, workforce training organizations, nonprofits, and other community anchor institutions. This was followed by the official opening of the $1.16 billion Broadband Equity, Access, and Deployment (BEAD) program, which will accept applications through
January 21, 2025.
Communities also received more than $1.2 million in Municipal Assistance Program (MAP) grants for planning and emergency services projects. These grants are designed to help municipalities develop comprehensive plans, improve services, and respond effectively to emergencies, empowering local governments to better serve their residents. Together, the broadband and MAP programs reflect the Commonwealth’s ongoing commitment to strengthening community resources and improving quality of life for Pennsylvanians.

Tourism’s Record-Breaking Growth |
Pennsylvania’s tourism industry continues to thrive, contributing $76 billion annually to the Commonwealth’s economy. To support further growth, DCED is now accepting applications for the Marketing to Attract Tourists Program. Through a $6 million investment, the Shapiro Administration is committed to promoting overnight tourism stays and attracting visitors from across the nation and around the world to discover Pennsylvania’s rich history, breathtaking landscapes, and vibrant cities.
The Philadelphia Convention and Visitor’s Bureau recently reported record-breaking tourism numbers, surpassing pre-pandemic levels. In summer 2024, visitors flocked to the City of Brotherly Love to enjoy its unique blend of cultural attractions, historic landmarks, and world-class dining. With a packed schedule of conventions and sports events planned, Philadelphia is poised to continue this momentum, showcasing why it’s a top destination for travelers.
