Plans for the Heights District are moving along! |

The design of three roadway projects that have been identified as key infrastructure to support the initial phase of development are being advanced to final design. The design will be finalized by summer 2024. These projects are improvements to the Mill Plain/MacArthur Blvd intersection, north and east sections of the Grand Loop (new street network) and a roundabout at MacArthur Blvd/Lieser Road intersection.
The Mill Plain Blvd/MacArthur Blvd intersection will be the first road improvement to begin construction in Fall 2024. Construction of the north Grand Loop Road and MacArthur Boulevard/Lieser Road intersection are projected to take place over the course of 2025/2026, subject to securing funding.

The City’s equitable development strategy will be finalized by the end of the summer, providing recommendations to minimize the negative impacts the redevelopment can have on existing businesses and lower-income residents, while also maximizing benefits for the entire community.
In 2024, we plan to issue requests for proposals (RFPs) from developers for the development of City-owned parcels of land on Mill Plain Boulevard.

About the Heights District |
|
|
The Heights District is a 205-acre area located between East Mill Plain Boulevard to the north, MacArthur Boulevard to the south and west, and Andresen Road to the east. It includes several City-owned properties including the former Tower Mall shopping center, a water facility, fire station and Park Hill Cemetery, plus three public schools and commercial and residential areas. The Heights District Master Plan was approved by City Council in 2020 after a rigorous multiyear planning effort. This new district will be a vibrant, walkable, mixed-use neighborhood that is strategically located in the heart of Vancouver — a place where a mix of services and amenities such as stores, restaurants, parks, schools, mixed-income housing and transit stations, are within a 20-minute walk.
