Business One-Stop Shop Updates |

On July 15, 2025, new features were added to the Business Hub to make it easier for users to get assistance with registering, amending, operating, or closing their business in PA. From the business profile page, users with a complete business profile can now generate a business checklist with a single click. Additionally, users who would like to save a document in the Hub can now create a business profile and upload the document in one seamless process. Finally, the Hub and eGrants have been integrated so that users who are signed into the Hub can now access eGrants without logging in a second time, making it easier to search and apply for PA funding programs.Â

First Steps to Business Ownership Workshop |
BOSS has joined the Small Business Development Center at Kutztown University as a panelist in their Startup Success Hour – Your Path to Business Ownership series. This First Steps workshop is offered free every Monday from 12-1PM through the end of December. Other participants include the Small Business Administration (SBA), SCORE, and Quaint Oak Bank. Annual Report Filing DatesÂ
|
Starting in 2025, all registered business/non-profit entities, with the exception of fictitious names and general partnerships, will be required to file an Annual Report. Â
The annual reporting filing dates for PA starting in 2025 are as follows:Â
|
- June 30, 2025: Corporations (both business and nonprofit)Â
- September 30, 2025: LLCs (domestic and foreign)Â
- December 31, 2025: LPs, LLPs, Business Trusts and Professional AssociationsÂ
|
Annual reports do not replace the annual Certificate of Annual Registration filing for a PLLC. Only restricted professional LLCs, limited liability partnerships (LLP), and limited liability limited partnerships (LLLP) are required to file a Certificate of Annual Registration every year.Â
Certificate of Annual Registration and the Annual Report can be filed electronically in the Department of State’s Business Filing Services (BFS) system by following the same path to amend or close a business. Dept. of General Services Welcomes New Deputy Secretary |

Earlier this year, the Pennsylvania Department of General Services (DGS) announced the appointment of Dr. Erica Patterson as Deputy Secretary for the Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO). Dr. Patterson is an experienced supply chain management and supplier diversity executive with more than 20 years of experience across private and public sectors. The Pennsylvania Department of Environmental Protection(DEP) created a new program for Streamlining Permits for Economic Expansion and Development (SPEED). Through SPEED, permit applicants for select projects will be able to use DEP-approved qualified professionals to conduct initial reviews of applications for expedited review. Micro and Midsize Business Programs |
The Pennsylvania Department of General Services (DGS) announced the launch of two new programs designed to expand contracting opportunities with the Commonwealth: Micro Business and Midsize Business Programs. Developed by the Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO), these first-of-their-kind programs aim to bridge the gap for growing enterprises that have either outgrown traditional small business support or are still too small to compete effectively with larger firms.
These new certifications complement the Commonwealth’s existing Small Business, Small Diverse Business, and Veteran Business Enterprise programs.
Eligible businesses can now enroll in the Micro or Midsize Business Program to receive:

- Increased visibility through a dedicated vendor directory
- Streamlined certification and enrollment
- Strategic, capacity-building support to improve procurement readiness
- Designated opportunities on select Commonwealth solicitation
|
Interested firms can visit dgs.pa.gov/BDISBO to review program criteria, complete the self-certification application, and begin the onboarding process to greater opportunities.

The Environmental Management Assistance Program (EMAP) provides free, confidential technical, and environmental compliance assistance to small businesses across the state of Pennsylvania. EMAP environmental consultants help small business owners understand how to comply with regulatory requirements and assist with the preparation of plans and permit applications for start-up and existing businesses.

BOSS: Your Resource for Doing Business in PA |
On July 22, Leora Appleby, Director, and Donald “DJ” Poligone, Economic Development Consultant of the PA Business One-Stop Shop held a virtual presentation with the PA Small Business Development Center (PASBDC). Leora and DJ outlined the general steps to register a business in Pennsylvania and the resources available.
The SBDC networks are an excellent resource for entrepreneurs and small business owners that provides high quality, little-to-no-cost, one-on-one consulting, training, and research resources with offices located at 15 college and university campuses across the Commonwealth, they are not only accessible, but well-versed on the unique needs of the business communities they serve.
