Law Enforcement on Campus |
The Office of the General Counsel is providing this guidance on the appropriate actions to take if a government law enforcement agency conducts an enforcement action at the University of Kansas, in line with the University Policy and Procedures on Investigative Contact by Law Enforcement.
As a public university, KU’s campuses are largely open to the public and, as such, law enforcement officers and government agents may enter public areas without a warrant. However, their access is limited in areas where KU has restricted access to the public through university-issued ID card, locked doors or monitored entryways, including the university residence halls, as well as areas KU considers private due to concerns for privacy, safety and operational needs. These areas may include administrative or faculty offices, classrooms, clinics and laboratories. Outside law enforcement agents must have a judicial warrant or subpoena to enter most of these private or limited access areas on campus. However, students, faculty and staff are generally not expected to decide whether a space is considered public, private or with limited access if outside law enforcement is on campus.
The appropriate response to outside law enforcement on campus is:

Notify campus authorities: If you encounter outside law enforcement on campus and have concerns, immediately contact the appropriate non-emergency number for University Police or Security at that campus for their awareness. Provide a clear description of the agents’ presence and actions.
- Do not accept service of any subpoena/warrant before contacting the Office of the General Counsel:
- Document the situation: If it is safe to do so, document the date, time and details of the interaction. Cameras and recording devices may be used unless prohibited by other policies of the university or the facility where you are located.

Do Not Interfere: While you have the right to document and report the incident, for your own safety do not physically obstruct or interfere with the actions of government agents.

If you are off-campus doing university work in a clinical, fieldwork or external setting, follow the guidelines provided by that location. For example, in many clinical healthcare or educational settings, the facility will have its own guidelines about who to contact and whether cameras or recording devices may be used.

The same is true for the University of Kansas. Our branding is unmistakable: the crimson and blue, the evolving Jayhawk and our chant “ROCK CHALK JAYHAWK,” heard from Massachusetts Street to places across the globe. These elements all tie back to the University of Kansas.
The University’s brand is comprised of many components. Our name, logos and marks are part of our visual brand, and what people feel or think when they see them is shaped by the work, culture and innovation that takes place across KU.
Our brand is unique and highly valuable to KU, and protecting it ensures KU remains the sole authority on how, when and where its brand is used.
All of us must be diligent in ensuring our brand is not used in a manner adverse to the University’s core strategic mission or in ways that allows others to personally benefit, but not KU.
Most requests to use KU’s brand appear in the fine print of contracts with external vendors, partners or other parties. If your unit or department is involved in such discussions, an internal review is required to ensure adherence to KU’s brand alignment and compliance with University policy. A coordinated review by KU Marketing, KU Trademark Licensing Office, and the Office of General Counsel is necessary to move requests forward. Please contact any one of these offices to initiate a review.

Attorney Spotlight: Patrick Waters |

Patrick Waters is a double graduate of KU, earning a B.A. in political science in 2001 and a J.D. in 2004. He previously worked for the Unified Government of Wyandotte County in Kansas City, Kansas, where he rose to the level of Acting Chief Counsel. Patrick’s time with the Unified Government — an entity which combines a city, county and public utility all in one municipal corporation — allowed him to gain experience in a broad array of legal matters, including litigation, economic development and planning and zoning. He then took an opportunity to return to his alma mater and joined our team in June of 2023.
Patrick is primarily on the Lawrence campus, but has been integral in zoning and land use matters on the KU Medical Center campus as well. His recent work has included a focus on securing local and state economic incentives necessary to construct Phase II of the Gateway Project.
