Dear Tulane Community,
I am pleased to inform you that after an extensive search, we have named Frank Young Jr. as the new chief of the Tulane University Police Department (TUPD).
Chief Young joined TUPD in 2022 and most recently served as the Deputy Chief of Patrol Operations. Prior to his role at Tulane, he served in the New Orleans Police Department, where he was the commander of the 5th Police District and the commander of the Criminal Investigations Division.
In his new role, he will oversee the full-service law enforcement agency that provides police services to the Uptown Campus, the Downtown Campus and the National Primate Research Center.
Chief Young will report to Kirk Bouyelas, the Associate Vice President of Public Safety and Community Engagement.
Keeping our community safe is our top priority, and we are honored to have Chief Young oversee these efforts.
Please join me in congratulating Chief Young on this new role.
Thank you,
Patrick Norton, Senior Vice President/Chief Operating Officer/Treasurer
