City Council slated to discuss monuments on July 19 |
On Wednesday, July 19 at 2:00 p.m., Portland City Council will officially receive a report with recommendations for how the City should go about engaging the community to make decisions about its public art monuments – including those that were toppled and removed in the summer of 2020, as well as guidelines for considering new monuments in the future.
The report was commissioned by the City Arts Program and Commissioner Carmen Rubio in January, and produced by a committee convened by Lewis & Clark College. The report will be presented by Stephan Herrera, City Arts Policy Advisor & Council Liaison; Jess Perlitz, associate professor and head of sculpture at Lewis & Clark College; and Mack McFarland, public art manager at the Regional Arts & Culture Council.
City Council will also formally accept a $350,000 grant from the Andrew W. Mellon Foundation to help fund a robust and inclusive community engagement process.

Call to Artists: IFCC Grant and Residency Program |
The City Arts Program and Portland Parks & Recreation invite artists and arts organizations to apply for the next cycle (2023-2024) of the Interstate Firehouse Cultural Center (IFCC) Grant and Residency Program. This program is part of the City of Portland's Relief and Recovery for Artists of Color initiative, funded by the American Rescue Plan.
There are two types of residencies with different grant amounts, spaces, and roles:
Artist in Residence (AIR): Nine-week residency and $9,300 grant award. Residency spaces: gallery, studio, or office.
Artist and Facilitator in Residence (AFR): Nine-week residency and $12,000 grant award. Residency space: theatre.
Each nine-week residency consists of a cohort of three Artists in Residence (AIR) and one Artist and Facilitator in Residence (AFR) who occupy four different spaces at IFCC.
Applications are due Sunday, August 6, 2023 at 11:59pm.

City requests Expressions of Interest for potential sites for new performing arts facility |
Portland’s Keller Auditorium has been one of our most vital performing arts venues for more than 100 years. Owned by the City of Portland and operated by the Portland’5 Centers for the Arts, a service of Metro, the Keller is the largest theatrical auditorium in Oregon and the only theater in the Portland area capable of hosting Broadway performances, large operas and ballet productions.
But like many older civic buildings, the Keller was not built to withstand a major earthquake. Structural renovations are needed to meet modern safety standards, as well as other upgrades to improve guest amenities, backstage facilities and mechanical and production systems.
In 2022, the City of Portland and Metro contributed funds to a privately-led renovation proposal, building on an earlier design competition that reimagines the existing facility. Concurrently, the City would like to examine possibilities for the development of a completely new, large-scale performing arts venue at a different site, which would allow continuous operations at the Keller Auditorium until the new facility is completed.
The City is considering all modes of partnership opportunities for the potential new site, including purchase, lease, and/or co-development. For more information, download the

Thompson Elk Fountain to return in 2014 |
As reported last month, the City's FY2023-24 budget includes $1.5 million to restore and return the city's beloved Thompson Elk Fountain to SW Main Street. The restored fountain will include a recirculating water pump, and Portland Parks Foundation is collaborating with the Portland Water Bureau on final designs and engineering plans now. Reconstruction is expected to begin in early 2024.
In the meantime, the Portland Parks & Recreation Horticulture Services team has spruced up the site with temporary landscaping improvements. Comments, questions? Email us at cityartsprogram@portlandoregon.gov.

RACC announces investments in arts community
|
With funding from the City's general fund and the Arts Education & Access Fund (Arts Tax), the Regional Arts & Culture Council awarded more than $3.2 million in "General Operating Support" to 67 Portland-based nonprofit organizations in FY2022-23, including four new partner organizations: Alberta Abbey Foundation, Caldera Arts, Lan Su Chinese Garden, and Resonance Vocal Ensemble. RACC also recently announced $990,000 in grants to 259 artists and organizations through the Arts3C grant program, and will start accepting applications for another cycle later this month. Visit racc.org/grants/arts3c for more information.
