D1) Extra Help Services and Retirement Waiver for the Treasurer-Tax Collector’s Office 
(Estimated Time: 5 minutes)  

Summary: 

The Board will consider a request to hire a retired employee as Extra Help, from the Treasurer-Tax Collector’s Office. The Board must approve these hiring decisions because less than 180 days have passed since the retirement of this employee.

D2) Appeal of the Treasurer-Tax Collector’s Transient Occupancy Tax (TOT) Audit Final Determination 
(Estimated Time: 20 minutes) 


Summary: 

The Board will hear an appeal of an audit conducted by the Treasurer-Tax Collector of the short-term rental activity of Dimitar Yazadzhiev for the period of June 1, 2021, to May 31, 2024. The purpose of the audit was to determine compliance with the Santa Barbara County TOT Ordinance. As a result of the audit, the Treasurer-Tax Collector determined that the amount due was $8,034.37 and this amount was assessed against Mr. Yazadzhiev.

D3) Women’s History Month Service Awards 
(Estimated Time: 30 minutes) 

Summary: 

The Board will honor one individual from each Supervisorial District for the Women’s History Month Service Awards. In honor of National Women’s History Month, and to recognize, honor, and celebrate the achievements of countless women who strive to serve throughout the community and advocate for other women, the County of Santa Barbara, Commission for Women, established the annual Women’s History Month Service Awards.

D4) Santa Barbara Bowl Foundation Annual Report for 2023 
(Estimated Time: 15 minutes) 

Summary: 

The Board will hear the Santa Barbara Bowl Annual Report for 2023. The County currently has a 45‐year Management and Lease Agreement with the Santa Barbara Bowl Foundation, last approved on May 17, 2011, which requires submission of an annual report.

D5) Amend Chapter 50 of the County Code Licensing of Cannabis Operations 
(Estimated Time: 45 minutes) 

Summary: 

The Board will hear recommended changes to Chapter 50 that relate primarily to the carbon filtration technology installation and its implementation timelines, which is a subset of the broader changes requested by the Board and addressed in county land use ordinances. Staff is recommending that Chapter 50 be slightly different than Land Use Development Code and Coastal Zone Ordinance in order to address a concern that the California Coastal Commission certification of the land use amendments will delay the implementation of the odor control regulations.

D6) Cannabis Odor Ordinance Amendments 
(Estimated Time: 1 hour) 

Summary: 

The Board will consider the adoption of ordinance amendments to the County Land Use and Development Code (LUDC) and Coastal Zoning Ordinance to clarify and revise existing development standards for commercial cannabis facilities. Revisions to the LUDC include requiring Multi-Technology Carbon Filtration, or Equivalent, certification by a California-licensed professional engineer, and requirement of specific reporting. Additionally, operators will be required to phase out the use of vapor phase systems and have annual odor control inspections after quarterly inspections are complete. Coastal Zone Ordinance revisions include the establishment of an objective odor threshold to be measured at the property line among the revisions.

D7) Update on Cannabis Taxation, Compliance, and Enforcement  
(Estimated Time: 20 minutes) 

Summary: 

The Board will hear an update for the second quarter of fiscal year 2024-25. These quarterly reports provide a summary of cannabis tax receipts, land use permitting and business license activity, enforcement, and objectives for the current fiscal year. Cannabis tax revenue totaled $1.7 million during this quarter.
