RECONCILIATION AND APPROPRIATIONS UPDATE

This week, the House plans to begin its votes on the FY 2026 appropriations process with the full House voting on the Military Construction and Veterans Affairs appropriations bill. Meanwhile, Senate Majority Leader John Thune has signaled that the chamber may stay in session this weekend to finalize the reconciliation bill. Both chambers are expected to go into recess through the July 4 holiday once their work is complete this week.

WHITE HOUSE RELEASES GUIDANCE ON "GOLD STANDARD SCIENCE"

Following President Trump's May 23 Executive Order (EO) on "Restoring Gold Standard Science," the Office of Science and Technology Policy (OSTP) Director, Michael Kratsios, sent a memo to executive agency heads outlining guidance for implementing the EO. As outlined in the memo, the nine tenets of Gold Standard Science are: Reproducible, Transparent, Communicative of Error and Uncertainty, Collaborative and Interdisciplinary, Skeptical of its Findings and Assumptions, Structured for Falsifiability of Hypotheses, Subject to Unbiased Peer Review, Accepting of Negative Results as Positive Outcomes, and Without Conflicts of Interest. Agencies have 60 days to submit their plans for implementation of these tenets to OSTP.

DUKE HAPPENINGS ON THE 'HILL'

Last week, Miranda McCall, Associate Vice Provost & Director of Financial Support, met with staff in several offices throughout the NC congressional delegation to discuss impacts on Duke students and North Carolina of proposed changes to federal student aid grants and loans. Also on Capitol Hill, Emily Edwards, associate research professor for electrical and computer engineering, joined colleagues from other higher education institutions speaking at a briefing to provide congressional staff from across the country with a foundational understanding of quantum science, technology, education and workforce development.
