Dear colleague,
In recent weeks, faculty at several universities have received solicitations to participate in a Foreign Talent Recruitment Program (FTRP). These may have subject lines such as: “2024 Invitation for Overseas Talents to apply for the Global Excellent Scientists Fund in China” or “Global Excellent Scientists Fund 2024 in China.” An example of such a solicitation can be seen here.
In many cases, these solicitations appear to meet the federal definition of a malign foreign talent recruitment program (MFTRP), participation in which is prohibited by federal funding agencies, such as NSF, NIH, and DoD.
More information about these programs can be found here. In addition to concerns regarding MFTRP, there are cybersecurity concerns when opening links contained in these emails.
If you have joined any foreign talent recruitment program, have questions, or would like information on reporting requirements and how participation may affect current and future federal funding or have questions about these programs, please reach out to me at lrulli@nd.edu or Lori Doll, Research Policy & Compliance Program Director at ldoll@nd.edu.
Sincerely,
Liz Rulli
Associate Vice President for Research
