Thomas W. Hyzinski

Thomas W. Hyzinski has over 30 years of experience in the electric utility industry.  His career spans both the regulated and deregulated periods of the industry, and includes experience in planning engineering, electricity marketing and trading, and representing company interests at RTOs, with industry groups, and before both Federal and State agencies.  Prior to joining the GT Power Team, Mr. Hyzinski was Director of Market and Regulatory Policy for Talen Energy where he led a group that advocated for and protected Talen’s business interests. He has been an active participant in the PJM stakeholder process since its inception in 1997.  Prior to his advocacy role, Mr. Hyzinski was an electricity trader for PPL EnergyPlus, with responsibility for managing their Day Ahead market position which included both generation resources and load obligation.  Prior to trading, Mr. Hyzinski was an engineer in PPL’s System Planning department where his responsibilities included production cost studies, distribution planning and transmission planning, including participation in transmission and reliability studies at PJM prior to deregulation.  Mr. Hyzinski is a licensed Professional Engineer in Pennsylvania.  He graduated from Wilkes University with a BS in Electrical Engineering, and from DeSales University with an MBA.
David J. Pratzon
David J. Pratzon is the founder and principal of David J. Pratzon Consulting LLC, which provides market expertise and stakeholder representation to PJM Members and affiliates. Mr. Pratzon founded the consultancy after a 38 year career working at PJM and for both regulated and competitive participants in PJM markets. This experience makes him uniquely capable to represent clients with interests in PJM affairs. Prior to forming his own consultancy, Mr. Pratzon was Manager of Regulatory Affairs at Exelon Power Team, the competitive wholesale power marketing arm for Exelon. His focus was on promoting rules to increase competition in PJM markets and to educate wholesale and retail market managers and transactors on impacts of market rule changes on their businesses. He came to Power Team from PECO Energy Company, where he represented PECO interests in the process to open PJM markets to nonutility participants. While there, he also developed the first set of procedures through which competitive retail energy providers interface with PJM wholesale energy markets. The first half of Mr. Pratzon’s career was at PJM itself, where he worked in operations analysis, unit commitment and development of inter-regional coordination agreements. Mr. Pratzon earned a BS in Electrical Engineering from Brown University, a MS in Systems Engineering from the University of Pennsylvania and an MBA with Finance Concentration from the Villanova University School of Business

Jeffrey W. Whitehead

Jeffrey W. Whitehead is the founder and President of JW Energy Solutions, LLC.  Mr. Whitehead has over 15 years of industry experience in many facets of wholesale and retail competitive electric markets and operations.  Mr. Whitehead’s prior experience includes responsibility for government and regulatory affairs at Direct Energy - the largest residential and second largest commercial and industrial retail electric supplier in North America.  He also worked for Customized Energy Solutions where he had multiple roles, including: consulting on RTO and ISO regulatory affairs, optimizing congestion hedge positions on behalf of clients, leading market operations for several electric generators, and directing operations for the company’s mid-office (utility and RTO operations) retail electric supplier outsourcing service.  Prior to Customized Energy Solutions, Mr. Whitehead worked at PJM Interconnection in the operations and compliance groups.  He has a BA in Information Systems from Susquehanna University and an MBA from Penn State.

Glen R. Thomas

Glen R. Thomas is president of GT Power Group.  He is the former chairman of the Pennsylvania Utility Commission (PUC), where he oversaw the restructuring of Pennsylvania’s electricity, natural gas, and local telephone markets.  Before his appointment to the PUC, Mr. Thomas served as deputy director of Governor Ridge’s Policy Office, where he advised the governor on energy and environmental issues.  Mr. Thomas is also a former partner at the law firm of Blank Rome. Mr. Thomas currently serves as President of the PJM Power Providers Group, a non-profit organization dedicated to properly designed and well-functioning markets in the PJM region.  Mr. Thomas received his J.D. from Dickinson School of Law and his Bachelor of Arts in philosophy/religion and political science from Colgate University. He attended the Governors Center of the Terry Sanford Institute of Public Policy at Duke University, the John F. Kennedy School of Government, and the Program for Senior Executives in State and Local Government at Harvard University.
