Revised 2021 CPEC Supply
Dear CPS Stakeholder,
As the Department of Energy Resources (DOER) and the Massachusetts Clean Energy Center Production Tracking System (PTS) work to implement the Clean Peak Energy Standard (CPS), a relatively new and innovative program, we wish to be transparent with stakeholders in order to facilitate the most efficient market possible. In order to do this, DOER would like to notify stakeholders of two large impacts to the supply of Clean Peak Energy Certificates (CPECs) for 2021.
1.In Q3 2021, due to a coding error, a CPS Generation Unit was incorrectly overissued approximately 9,300 CPECs. NEPOOL GIS was able to remove these certificates from the GIS platform and they are no longer available to be settled for compliance.
2.In Q4 2021, due to a reporting error, several CPS Generation Units did not receive the correct number of CPECs generated. However, NEPOOL GIS has been able to issue those CPECs outside of the scheduled minting on April 15, 2022. CPS Stakeholders should be aware that on May 23, 2021 approximately 22,400 additional 2021 CPECs will be minted.
Based of the information above, the total number of CPECs available for 2021 is equal to 60,207.
DOER appreciates the patience of all CPS stakeholders as we continue to implement the program and rectify errors as they are identified. If you have any questions to concerns regarding CPS implementation, please reach out to DOER.CPS@mass.gov.
