The Controller’s Office has released two annual reports that are part of the City’s suite of projects that measure the performance and delivery of local government services: San Francisco's Annual Performance Results for Fiscal Year 2025 and the Annual Park Maintenance Standards Report.  

ANNUAL PERFORMANCE RESULTS 

The Annual Performance Results are shared with City leadership so that they can make the best possible decisions about service provision, while delivering the best results for taxpayers.

The report highlights key measures from the San Francisco Performance Scorecards. The featured narratives discuss the following service areas: Homelessness, Public Safety, Public Health, Safety Net, Transportation, and Livability. City departments are responsible for developing measures that track their delivery of public services. Departments self-report the targets and results to the Controller’s Office Performance Program for compilation. The most recent service delivery targets and results are summarized in this report.  

Since 2003, the Controller’s Performance Program has coordinated the collection and reporting of performance results for all City departments to monitor the level and effectiveness of public services provided by the City and County of San Francisco.  

 

ANNUAL PARK MAINTENANCE STANDARDS 

The Annual Park Maintenance Report presents the findings from Fiscal Year 2025 park evaluations. The Controller’s Office works with Recreation and Parks Department (RPD) to evaluate the City’s public parks based on a set list of standards and features. Generally, each City park has a different set of features to be evaluated—such as athletic fields, dog play areas, or outdoor courts.   

In addition to allowing the public to understand trends across the City and details about their local parks, the evaluation analysis helps RPD to understand the outcomes of its work and support decision-making. Notable highlights from the FY25 evaluations include:  

•    The Citywide Park score, the average score of parks across the City, increased slightly from last year to 92%. It has increased substantially since 2015, showing that RPD has improved its quality of park maintenance over time. 

•    Almost 90% of parks met RPD’s minimum goal score of 85%. RPD uses this as the benchmark for a well-maintained park. 

•    The graffiti element scores, which capture how many parts of the park are free of graffiti, improved from last year’s 88% to reach 91% citywide.
