D1) Approve Extra Help Service and Retirement Waiver for Sheriff’s Office
(Estimated Time: 5 minutes) 

Summary:
The Board will consider a request to hire a retired employee as Extra Help from the Sheriff’s Office. Per California Government Code, the Board must approve this hiring decision because less than 180 days have passed since the retirement of this employee.

D2) Progress Update on the One Climate Initiative, 2030 Climate Action Plan & Energy Assurance Plan 
(Estimated Time: 45 minutes) 

Summary:
The Board will receive an update on the County’s One Climate Initiative, including a five-year review, a 2025 progress report, and a new greenhouse gas emissions inventory showing that communitywide emissions in 2023 were about 1% higher than 2018 levels, meaning reductions are not yet on track to meet the County’s goal of 50% below 2018 levels by 2030. The update highlights progress in areas such as energy efficiency, transportation, and climate planning, while also identifying where efforts need to accelerate. It also explains how recent state and federal policy changes and funding uncertainties are creating challenges for local climate action. No Board action is required beyond receiving and filing the reports.

D3) Enterprise Pilot Program Update
(Estimated Time: 45 minutes) 

Summary: 
The Board will hear an update on the Sheriff's Office’s five-year pilot program with Enterprise Fleet Management and consider approval of a new five-year contract. The pilot transferred 118 support-service vehicles (non-patrol) from County General Services to Enterprise to reduce costs. An evaluation found the program successful, with Enterprise achieving an average cost per mile 8.24% lower than General Services and average five-year savings of $7,265 per vehicle. Based on these results, the Sheriff’s Office seeks to continue leasing support service vehicles from Enterprise through February 2031.

D4) Update on Cannabis Taxation, Permitting, and Licensing for First Quarter of FY 2025-26 
(Estimated Time: 30 minutes) 

Summary: 
The Board will receive a first-quarter FY 2025–26 update on the County’s cannabis program, including tax revenues, permitting and licensing activity, and regulatory actions. Cannabis tax revenue totaled $1.7 million, a 31% increase over the same quarter last year. The report also summarizes land use applications, odor abatement compliance, acreage caps, business licensing, retail operations, and seeks Board direction on upcoming ordinance amendments, fee updates, reopening a retail application process, and ongoing odor oversight.

D5) Ordinance Streamlining and Housing Accommodation Amendments 
(Estimated Time: 1 hour) 

Summary: 
The Board will consider a new set of zoning ordinance amendments designed to streamline planning and zoning permits, making the process faster, clearer, and more predictable for homeowners, residents, and businesses while continuing to protect community character and environmental resources. These updates expand staff-level approvals for lower-impact projects, standardize permit rules, and modernize zoning standards to better support housing goals and reduce unnecessary delays and costs.
