2026 Compliance Updates: Income and Rent Limits, Updated Compliance Manual and Rent Approval Deadline

The Iowa Finance Authority (IFA) has released the 2026 income and rent limits for the Federal Housing Tax Credit (LIHTC), HOME and National Housing Trust Fund (NHTF) programs, along with an updated Compliance Manual and important guidance on the HOME/NHTF rent approval process.

Please review the information below carefully, including this year’s key submission deadlines

2026 LIHTC INCOME AND RENT LIMITS
LIHTC limits were released with an effective date of May 1, 2026. The updated limits have been posted on the IFA Compliance webpage under the Current Income & Rent Limits section.

2026 HOME/NHTF INCOME AND RENT LIMITS
HOME and NHTF limits were released on May 8, 2026, with an effective date of June 1, 2026. The updated limits have also been posted on the IFA Compliance webpage under the Current Income & Rent Limits section.

HOME/NHTF RENT APPROVAL PROCESS
With the new income and rent limits taking effect on June 1, 2026, HOME/NHTF rent approval documents will be due to IFA no later than the close of business on Tuesday, July 15, 2026.

Please note:

Submissions are required even if a rent increase is not being requested.
Projects will not be eligible for a rent increase if documentation is received after July 15, 2026.

HOME/NHTF rent approval documents are available on the IFA Compliance webpage under the Current Income & Rent Limits section. Please pay special attention to the “New this year” guidelines.

The updated 2026 IFA LIHTC HOME NHTF Compliance Manual is now available under the Manuals & Reference Guides section of the IFA Compliance webpage.

A summary of changes to the Manual can be found starting on page 1 after the table of contents.
