Dr. Angela L. Williams, Executive Director, Title III Programs, has been recognized as one of Maryland’s Top 100 Women. With more than 20 years in higher education, she has led initiatives at institutions including Notre Dame of Maryland University and the University of Maryland Eastern Shore.
Born in San Diego, Williams earned her doctorate in higher education administration from Morgan State University, a master’s in counseling education and student affairs from Southeastern Louisiana University and a bachelor’s degree in psychology from Southern University and A&M College.
Beyond her professional achievements, Williams serves as the 18th president of Alpha Kappa Alpha Sorority, Incorporated Iota Lambda Omega Chapter, overseeing more than 300 women. She also holds board positions with Howard Community College Educational Foundation and Pearl Foundation.
Williams’ personal journey includes time in the foster care system during her middle and high school years, an experience that inspired her to found Angela’s Circle of Sisters Inc., which supported young women in foster care.
“Having experienced the foster care system during middle and high school, I recognized the importance of mentorship,” Williams noted.
Williams continues her mentorship work through various organizations, including her sorority’s Youth Leadership Institute for ages 11-13. Her commitment to education, leadership and community service has been recognized with multiple awards, including the 2022 Learning Opportunities Service Award from Leadership Howard County and the 2022 Servant Leader Award from her sorority chapter.
