Dear Westminster family,
Attached are proposed Church Bylaws for Westminster Presbyterian Church (“WPC”) for your review and approval. Session unanimously approved these Bylaws at their meeting on August 7, 2025.

Why now?

We have been unable to locate our existing Bylaws for WPC. Bylaws are essential for guiding the governance, structure, and operations of the church, including:
• Defining roles of pastors, elders, and members,
• Outlining procedures for meetings, decision-making, and amendments,
• Establishing membership and financial management practices, and
• Ensuring alignment with the church constitution and Book of Order.

We want to highlight the section on financial management. Unlike churches with a separate Board of Trustees, WPC operates under a unicameral system (Session only). Currently, the Pastor / Head of Staff signs corporate documents. The proposed Bylaws designate a group of five or more current elders to serve as the church’s “corporate body” (see Sections 6–8).

To allow flexibility, the Bylaws are intentionally broad—particularly around committee structures—so future adjustments can be made by Session without requiring a congregational vote.

Meet your new Youth Staff and get a preview of the year ahead! Enjoy donuts from Donut Den, play a game, and have a brief discussion. 


5:00 p.m. Parent Party at the Pennington House 
Come meet the Youth Staff, hear about the 2025-2026 opportunities for youth, and ask questions.

A Congregational Meeting will convene on Sunday, August 24, 2025, at 9:45 a.m. in Fellowship Hall for the purpose of (1) hearing and acting on a report from the Associate Pastor Nominating Committee for our Congregational Care position, (2) to present a history of our bylaws and hear a presentation of our proposed bylaws, and (3) to act on any other matters arising out of the former.  As well, Donovan will present the State of the Church report to the Congregation.
