While council chamber decommissioning continues and renovations begin at City Hall, in-person council meetings will be held on the 2nd floor of the 1900 Building located at 1900 SW 4th Avenue.

On Jan. 17, council will hold their first in-person meeting of 2024 at temporary council chambers located at the City’s Development Services Building, 1900 SW 4th Ave., Room 2500. After a short period of virtual-only meetings at the end of 2023, community members are welcome once again to attend council sessions in-person at this location through the end of the year or until renovations in City Hall are completed.

City Elections Office kicks off 2024 election season with candidate learning sessions |
There is great interest in diverse and local representation from Portland’s four new geographic voting districts. Candidate learning sessions were held on Jan. 8 and 10 and attracted considerable attention from candidates and those interested in the process.

Hosted by the City of Portland Elections Office, attendees at the candidate learning sessions learned more about how to run for office in the 2024 election and heard other critical information from city, county and state elections officials.

City council approves job classifications for new positions |
After we reported on ordinance 1052 in December 2023, council voted to create five new classifications that don't exist currently in the City of Portland’s classification structure.

Classifications are necessary to create the new positions for integration into the budget process and alignment with the council-approved organizational chart. On Dec. 13, council voted 3-2 to approve this ordinance, which included the classifications of the city administrator, deputy city administrator, assistant city administrator and new staff positions in the future mayor’s office. Council expected to consider revisions to Title 15, Emergency Code, in February |
The City Code project team has been reviewing code language to identify where updates are needed to match the revisions in the Charter amendments approved by voters in November 2022.

GTAC members help build relationships as they meet with community groups across Portland to answer questions about the Charter transition.

After spending months learning about what is needed to implement the charter amendments approved in ballot measure 26-228 and offering advice to the transition team, members of the Government Transition Advisory Committee are hitting their stride with outreach to Portlanders to give educational presentations about ranked-choice voting, Portland’s new districts and the mayor-council form of government.

In November 2022, Portland voters approved Ballot Measure 26-228 that directs the City of Portland to implement these three connected changes by Jan. 1, 2025:

- Allow voters to rank candidates in order of preference, using ranked-choice voting.

Establish four geographic districts, with three city council members elected to represent each district – expanding city council to a total of 12 members.
- Establish a city council that focuses on setting policy and engaging with community, transitioning day-to-day oversight of bureaus to a mayor elected citywide and a professional city administrator.
