*Note: The Board will begin with a special session at 8:30 a.m. to accommodate retirement resolutions. The regular meeting will begin at 9 a.m.

Richards Ranch Reorganization Tax Exchange

D1) Richards Ranch Reorganization Tax Exchange Arbitration   

(Estimated Time: 45 minutes) 

Summary: 
The Board will consider whether to accept or reject a proposed property tax sharing agreement with the City of Santa Maria related to the planned annexation of the Richards Ranch area. The agreement, selected through an arbitration process, would determine how property tax revenue is divided between the County and the City if the annexation moves forward.  Staff is recommending the Board reject the proposal, citing that it would result in ongoing financial losses to the County and does not adequately cover County service and infrastructure costs. If the agreement is rejected by either entity, the annexation application cannot proceed.

Sheriff's Office and Behavioral Wellness Co-Response Program

D2) Sheriff’s Office and Behavioral Wellness Co-Response Program and Funding Update 

(Estimated Time: 1 hour) 


Summary: 
The Board will receive an update on the County’s Co-Response program, where law enforcement and behavioral health professionals respond together to mental health crises, including current performance and funding challenges. The program plays a key role in diverting individuals from jail and connecting them to care, but recent grant losses and funding changes under Proposition 1 may reduce the number of teams and level of service.

D3) Long Range Planning Division, Fiscal Years 2026 - 2029 Work Program

Summary: 
The Board will consider the Planning & Development Department’s Long Range Planning Division FY 2026–2029 Work Program, including prioritization of ongoing, mandated, and new projects within staffing and budget constraints. The recommendations reflect the need to continue multi-year initiatives previously directed by the Board, comply with evolving state and federal regulations, advance the goals of the County’s Comprehensive Plan, and support time-sensitive County-sponsored projects.

County Film Commissioner

D4) Informational Presentation Regarding the Establishment of a Santa Barbara County Film Commissioner 

(Estimated Time: 20 minutes) 


Summary: 
The Board will receive an informational presentation on creating a County Film Commissioner to promote filming, streamline permitting, and boost local economic activity. Supervisors will provide direction to staff on potential structures and funding options to bring back for consideration during budget hearings.  The proposal aims to increase local jobs, business revenue, and tourism by attracting more film and media production to Santa Barbara County.

Ordinance Amendment: Floodplain Management
D5) Ordinance Amending Chapter 15A of the Santa Barbara County Code Relating to Floodplain Management  

(Estimated Time: 15 minutes) 


Summary: 
The Board will consider updates to the County’s floodplain management ordinance to improve clarity and align with California Department of Water Resources and FEMA requirements. Changes include new definitions, expanded provisions, and clearer standards, enabling regulation of FEMA preliminary flood hazard areas and maintaining eligibility for flood insurance discounts and federal aid.

Fire Safe Council Wildfire County Coordinator Program

D6) California Fire Safe Council Wildfire County Coordinator Grant Program, County Coordinator Program Update 

(Estimated Time: 15 minutes) 


Summary: 
The Board will receive an update from the Santa Barbara County Fire Safe Council on its role coordinating countywide wildfire resilience efforts, including grant-funded activities, and progress on preparedness, mitigation, and public outreach initiatives.
