D1) California Municipal Finance Authority Issuance of Qualified 501(c)(3) Bonds on Behalf of Step Up Housing
(Estimated Time: 5 minutes)
Summary:
The Board will hold a public hearing required under federal law to consider approving tax‑exempt bonds for Step Up Housing’s purchase and renovation of the 128‑unit Knollwood Meadows Apartments in Santa Maria. The County’s role is simply to conduct the hearing and approve the financing, with no financial obligation to the County. The bond funding would support converting the property into affordable housing with rent and income restrictions.

D2) Consumer Price Index Adjustment of the Fiscal Year 2026-27 Library Special Tax Rate
(Estimated Time: 10 minutes)
Summary:
The Board will consider adjusting the 2026‑2027 library special tax rates for the unincorporated area outside Goleta referred to as CSA No.3. The proposed increase of 3.20% reflects the percentage change in the Consumer Price Index. The updated rates, which vary by parcel type, require no additional voter approval and are expected to increase annual revenue from about $254,000 to $263,000, all of which will support extended services at the Goleta Library.

D3) Fiscal Year 2026-27 Orcutt and Providence Landing Community Facilities Districts Special Tax Levy

Summary:
The Board will consider adjusting special tax rates for the Orcutt and Providence Landing Community Facilities Districts, applying a 3.01% Consumer Price Index increase. These updates would help fund key services in Orcutt, including fire and sheriff protection, parks and open space maintenance, and flood control, and support park operations in Providence Landing as costs continue to rise. If approved, the adjustments would generate about $1.07 million for Orcutt and $184,800 for Providence Landing to sustain these community services in the year ahead.

D4) Accela Platform Progress and Future Updates
(Estimated Time: 30 minutes)
Summary:
The Board will hear an update on the County’s implementation of the Accela permitting and licensing system, summarizing countywide progress since 2021, including cloud migrations, expanded online services, GIS integration, and improved cross-departmental coordination, along with highlights from Planning and Development, Public Works, County Fire, and Environmental Health Services. Staff will also present recommended priorities for the next phase of system enhancements, aimed at improving efficiency, transparency, and customer experience across all participating departments.

D5) 2026 Homelessness Update to the Board of Supervisors
(Estimated Time: 60 minutes)
Summary:
The Board will hear a comprehensive update on homelessness in Santa Barbara County, including results from the 2026 Sheltered Point-in-Time Count and Housing Inventory Count, recent funding trends, progress on encampment resolution efforts, and projections for future services and resources. The report highlights ongoing challenges, including rising vehicular homelessness, increased shelter utilization, and the need for more permanent housing, while also detailing improvements in data systems, interagency coordination, and newly opened housing units. Staff will outline priorities for strengthening regional partnerships and advancing the new Homelessness Alliance: Response and Prevention (HARP) to create a more unified, data‑driven approach to reducing homelessness countywide.

D6) Utility-Scale Solar Amendments Project
(Estimated Time: 1.5 hours)
Summary:
The Board will consider updates to County land use and zoning regulations that would allow utility-scale solar energy projects in certain areas of the unincorporated county while establishing new permitting requirements and development standards. The proposal also includes limits on solar development on agricultural lands under Williamson Act contracts, a countywide cap on large utility-scale solar facilities, and environmental protections intended to balance renewable energy development with the preservation of agricultural, scenic, and natural resources.
