D1) Sidewalk Vending Ordinance and Pilot Program 
(Estimated Time: 1 hour) 

Summary:
The Board will receive an update on recent efforts to address unlawful sidewalk vending and consider adopting a new ordinance to regulate sidewalk vendors in unincorporated areas. The proposed ordinance would require vendors in unincorporated areas to obtain proper permits, follow location and safety rules, and allow the County to issue fines and impound unsafe equipment. The Board will also consider a six-month pilot program to strengthen enforcement of the ordinance and launch a public awareness campaign on the health and safety risks of unlawful vendors.  Approval would help address concerns about food safety, traffic, and pedestrian hazards, and unfair competition affecting local permitted businesses.

D2) CA Department of Health Care Services Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) Initiative 
(Estimated Time: 30 minutes) 

Summary:
The Board will receive a presentation and provide direction on the County’s participation in BH-CONNECT, a five-year Medicaid initiative aimed at expanding community-based behavioral health services and reducing reliance on institutional care. After a fiscal and program review, Behavioral Wellness has opted into a funding incentive program and one evidence-based employment service model, while declining other components that could create significant ongoing costs.

D3) Ordinance Amending Chapter 17 of the County Code for Mandatory Service in Isla Vista 
(Estimated Time: 45 minutes) 

Summary:
The Board will consider updating Isla Vista’s mandatory trash service rules to reduce litter and illegal dumping in the high-density community. The proposal would shift responsibility from tenants to property owners, require one trash account per property, increase minimum service levels based on bedroom count, and replace small cans with larger carts or dumpsters. The new rules would take effect July 1, 2026, giving property owners time to adjust, and are intended to better reflect today’s higher population and waste levels while reducing enforcement costs.

D4) Hearing to Consider Araya & Hayduk Appeals of the Montecito Planning Commission Approval of the Promise Land LLC – As-Built Wall 
(Estimated Time: 40 minutes) 

Summary:
The Board will consider an appeal of the Montecito Planning Commission’s approval of an as-built wall repair along San Ysidro Creek in Montecito and decide whether to uphold or overturn that decision. Appellants claim the wall has worsened flooding, but County staff report that engineering studies reviewed by federal and local agencies found no increase in flood risk and full compliance with flood regulations.
